87/23 CHAIR'S WELCOME
Cllr McMillan welcomed everyone to the meeting. He explained the building was a no smoking venue and where the fire exits were located. 
                                             
88/23 APOLOGIES FOR ABSENCE
Apologies were received in advance from Cllr Lukehurst due to other commitments. Proposed and seconded to accept apologies, all in favour. Resolved to accept apologies.

89/23 DECLARATION OF INTERESTS
a) To record declarations of interest by any member of the Council in respect of the agenda items
listed below. Members declaring interests should identify the agenda item and     
type of interest being declared. None.
b) To note dispensations given to any member of the Council in respect of the agenda items  
listed below. None.

90/23 MINUTES OF THE LAST MEETING held on 14th September 2023
Had been previously circulated. Proposed by Cllr McMillan and seconded by Cllr Fletcher to accept the Minutes. All in favour. Resolved to accept minutes. 
"These be adopted as a true record".

91/23 OPEN FORUM 
None

92/23 TO RECEIVE EXTERNAL REPORTS
a) ELDC - Louth Winter Sunday market, 17th December. 8 Electric Vehicle charging points will be installed at The Hub, Horncastle on 10th October.
b) LCC - No report.
c) Outside representatives – FOTPS are not holding a Christmas fair this year instead they plan to hold 1 large summer fair. They struggle to get raffle prizes from companies twice a year.

93/23   PARISH COUNCIL MATTERS 
a) To update on Christmas fair - Quote received for a company to replace tree bulbs (£768), Cllr McMillan to put post on Face book page asking for anyone local with Cherry picker if they could donate their time. Letter sent to school for light switch on competition, proposed by Cllr Winslow, seconded by Cllr Williams to give 7 x £10 gift cards as prizes to each year group. Cllr Winslow and Cllr Williams to judge the entries. Electrician booked to check tree lights.
b) To approve donation to British Legion for Remembrance Wreath - Agreed to recycle last years' wreath but still give donation. Proposed by Cllr McMillan, seconded by Cllr Kerman to donate £20 if the wreath is ok/£25 if new wreath needs to be bought. Cllr Winslow to check wreath and remove old ones, Cllr Kerman to lay the wreath on Remembrance Sunday.

95/23    EXTRAORDINARY ITEMS     (for information purposes only)    
Electric meter in toilets faulty, engineer to replace. Posts and barbed wire installed in cemetery but 1 needs to be moved 18" to allow gravedigger to access rear field with soil. New Chinese takeaway is opening under different hours to approved ones, no change of hours has been submitted to planning dept as yet, no hygiene rating has been issued yet.

Council decided not to go into closed session.
