63/23 CHAIR'S WELCOME
Cllr McMillan welcomed everyone to the meeting. He explained the building was a no smoking venue and where the fire exits were located. 
                                             
64/23 APOLOGIES FOR ABSENCE
Apologies were received in advance from Cllr Winslow, Cllr Williams and County Councillor McNally due to other commitments. Proposed and seconded to accept apologies, all in favour. Resolved to accept apologies.

65/23 DECLARATION OF INTERESTS

66/23 MINUTES OF THE LAST MEETING held on 8th June 2023
Had been previously circulated. Proposed by Cllr Fletcher and seconded by Cllr Lukehurst to accept the Minutes. All in favour. Resolved to accept minutes. 
"These be adopted as a true record".

67/23 OPEN FORUM 
None

68/23 TO RECEIVE EXTERNAL REPORTS
a) ELDC - £5m funding approved by ELDC for Skegness pier/Embassy theatre area in conjunction with Royal Shakespeare Company and Mellors Group.
b) LCC - No report.
c) Outside representatives – School summer fayre, Saturday 8th July 12-2pm, all welcome. Village Hall fundraising open event, Saturday 15th July, all welcome. Fundraising activities planned including rounders match with Plough Inn.

69/23   Parish Council Matters - To discuss matters relating to the village. 
a) To review Scarecrow festival - Over 40 scarecrows displayed with lots of effort involved. Comments received that not well advertised however posters had been placed on every road, regular posts on social media, school, playschool, WI and care home all contacted, advertised in Village Voice and Spar shop. Next year will put a "Save the Date" post on social media every month from January and increase posts closer to date, more posters to be displayed, will arrange for 1st weekend in July. Interactive map suggested.
b) To update on Stagecoach insurance for Market Place posts - Stagecoach insurance company agreed to pay for the posts to be replaced. Clerk to contact G. Fawcett (contractor chosen by insurance company) once funds have been received.

Proposed to accept finances by Cllr Lukehurst, seconded by Cllr Kerman, all in favour. Resolved to accept finances.                

71/23    Extraordinary Items      (for information purposes only)    
Parish insurance has been reviewed, awaiting new premium from Zurich. Clerk has researched replacement costs for all assets and had to add reinstallation costs which has not been required before. Premium expected to rise sharply due to new calculations.
Family members have placed wooden edging around a grave and filled with flowers this is not in keeping with the cemetery and against regulations. Chairman to send letter asking for it to be removed, if not removed within 21 days Council will remove and send bill to the family. Other families have asked previously to do this and have been refused, a precedence will be set if not removed.
Lincs Land Developers have proposed donating funds they would have used to create a play area on the Golf Club estate to the village hall for play equipment but would then build housing on the land set aside for a play area at the golf club. All agreed this was acceptable, Chairman to contact Lincs Land Developers.
