25/23 CHAIR'S WELCOME
Cllr McMillan welcomed everyone to the meeting. He explained the building was a no smoking venue and where the fire exits were located. Cllr McMillan reminded everyone they would need photo ID to be able to vote at the forthcoming elections on 4th May 2023. He also congratulated his fellow councillors on being re-elected in the uncontested forthcoming parish election.
26/23 APOLOGIES FOR ABSENCE
Apologies were received in advance from Cllr Cruikshank due to work commitments and Cllr Kerman due to other commitments. Proposed and seconded to accept apologies, all in favour. Resolved to accept apologies.

28/23 MINUTES OF THE LAST MEETING held on 8th February 2023
Had been previously circulated. Proposed by Cllr Lukehurst and seconded by Cllr Williams to accept the Minutes. All in favour. Resolved to accept minutes.

29/23 OPEN FORUM
A resident asked why the toilets weren't shut permanently. The toilets are closed during school holidays so the local youths don't vandalise them but this is also the time they should be open for passing tourists to use. It was explained that a vote had taken place a few months ago to leave the toilets open during term time with the belief that the problematic youths was a short term issue then the toiets could be back open properly.
The resident questioned why the hedge and grass cutting was paid for by the Parish Council at the Chapel, it was explained that it is one of our legal duties and an annual lump sum is paid to the church for their grass cutting.
The resident asked if the recycling bins at the crossroads were still needed now the grey and purple bins were in operation. It was explained that ELDC run the site and have refused to remove the bins and some of the clothing bins are under contract. They are monitoring them to see if the usage declines and then will assess whether to remove them. The Parish Council have asked for them to be removed.
30/23 TO RECEIVE EXTERNAL REPORTS
a) ELDC - No report, in pre-election period.
b) LCC - No report
c) Outside representatives – Village Hall have got new CCTV cameras waiting for installation quote. Committee have been given a defibrillator, they offered it to the school but they have refused it. Will ask PC for contribution towards installation as covers public toilet entrance.
Church holding a street party on Monday 8th May to celebrate the King's coronation. All welcome from 4pm, "bring a plate of something."
31/23 Parish Council Matters - To discuss matters relating to the village.
a) To decide on emergency contact for Phillips66 - Cllr Winslow, Cllr Williams, Cllr Fletcher and Cllr McMillan agreed to be the emergency contacts. Clerk to inform Mark Garthwaite at Phillips66.
b) To discuss request for donation towards CCTV camera installation by Village Hall committee - Village Hall would need to have quotes and associated costs available before PC would commit to donation.
c) To discuss making a claim on Stagecoach insurance for Market Place posts - Clerk waiting for response from Stagecoach insurers.
d) To discuss applying for 40mph zone on Thoresby Rd - A residents has asked for a 40mph zone between Grainsby Lane and the village sign. Clerk to contact County Councillor McNally to put request in to Highways. Missing 30mph sign on Thoresby Rd has been reported. Clerk to chase up missing village sign with Vic Sleaford from Highways.
e) To discuss parking issues around the village - Police have advised to take car registration numbers for any dangerous parking and report it to them. If enough residents feel strongly about the parking issues, police have advised starting a campaign.
f) To discuss ideas for the Kings Coronation - agreed to promote street parties similar to previous Jubilee celebrations on Sunday 7th May.
g) To discuss resurrecting the Scarecrow festival in the summer - Poll to go on Facebook asking if people would support and/or create a scarecrow. Dates considered 1st/2nd July or 8th/9th July.
