MINUTES OF A MEETING OF TETNEY PARISH COUNCIL
Held at St. John's Methodist Chapel schoolroom on the 17th January 2023

1/23 CHAIR'S WELCOME
Cllr McMillan welcomed everyone to the meeting and wished all residents a happy new year. He explained the building was a no smoking venue and where the fire exits were located. 
                                             
2/23 APOLOGIES FOR ABSENCE
Apologies were received in advance from Cllr Cruickshank due to work commitments and Cllr Winslow due to other commitments. Proposed and seconded to accept apologies, all in favour. Resolved to accept apologies.

3/23 DECLARATION OF INTERESTS
a) To record declarations of interest by any member of the Council in respect of the agenda items
listed below. Members declaring interests should identify the agenda item and     
type of interest being declared. None.
b) To note dispensations given to any member of the Council in respect of the agenda items  
listed below. None.
c) Pecuniary Interest forms were reviewed and updated.

4/23 MINUTES OF THE LAST MEETING held on 10th November 2022
Had been previously circulated. Proposed by Cllr Fletcher and seconded by Cllr Kerman to accept the Minutes. All in favour. Resolved to accept minutes. 
"These be adopted as a true record".

5/23 OPEN FORUM 
None.  

6/23 TO RECEIVE EXTERNAL REPORTS
a) ELDC - Bottle and clothing bins at crossroads will remain in place as still well used. A review of all recycling areas in the district will take place later in the year once the new kerbside collection is fully in place. Recycling area had a deep clean last week. Pride team need to clear debris from dyke too. ELDC have moved to new hub in Horncastle. Large flytip on Sheep Marsh Lane, North Cotes has addresses of 8 domestic dwellings, ELDC to follow up. 40 new electric car charging points being put in within district raising total points to 62. 
b) LCC - No report.
c) Outside representatives – FOTPS raised £1800 on Christmas raffle, Easter bingo 25th March, donation requested, proposed to donate £20 worth of easter eggs by Cllr McMillan, seconded by Cllr Lukehurst, all in favour, resolved to donate £20 to FOTPS. Cllr Williams and Cllr Winslow attended the Phillips66 emergency plan exercise in Lincoln, a day of training has been offered to the Council for 2-3 Cllrs to attend, date to be confirmed.


7/23 Parish Council Matters - To discuss matters relating to the village. 
a) To discuss and approve precept for 2023/24 - Financial report previously circulated. Precept to be raised to £22,000 proposed by Cllr Williams, seconded by Cllr Lukehurst, all in favour. Resolved to increase precept to £22,000. This equates to an extra 94p per month on a Band D property.
b) To discuss and approve cemetery fees and new regulations - Proposed by Cllr McMillan to increase all cemetery fees by £5, seconded by Cllr Fletcher, all in favour, resolved to increase fees by £5. Regulation changes from January 2023, proposed by Cllr Williams to prohibit the sale of burial and cremation plots to non-residents, seconded by Cllr Lukehurst, all in favour, resolved to prohibit non residents from purchasing plots. Care home residents must have been on the electoral role for 5 years or have a traceable link to residency prior to entering care home proposed by Cllr Fletcher, seconded by Cllr Kerman, all in favour, resolved for care home residents to be on electoral role for 5 years or traceable residency. Plots purchased by residents MUST be used by resident or kin who is resident, proposed by Cllr Fletcher, seconded by Cllr Williams, all in favour, resolved to only allow resident plot owner or resident kin of plot holder to be interred into plot. No seating to be allowed in the cemetery unless purchased by Parish Council, proposed by Cllr McMillan, seconded by Cllr Lukehurst, all in favour, resolved to not allow seating purchased by relatives.
c) To discuss annual Christmas Fair feedback - A successful event, over 1000 views on facebook page of light switch on, poster needed next year for door stating no admittance to public before 5pm. Hall booked for Saturday 25th November 2023.                    
d) To discuss annual preventing loneliness Christmas meal feedback - Thank you cards and emails received from participants, a successful event. Spar shop donated £60, Parish Council £250 and Cllr McMillan Community grant £250. Crown and Anchor at Tetney Lock provided the meals. 
e) To approve travel expenses (£41.40) for Cllr Williams to Phillips66 Emergency plan event & to Winter support seminar - Proposed to accept expenses by Cllr Fletcher, seconded by Cllr Kerman, all in favour, resolved to accept expenses.

Proposed to accept finances by Cllr Fletcher seconded by Cllr McMillan all in favour. Resolved to accept finances.                    

9/23    Extraordinary items
Awaiting quotes for post installation, speed sign to be despatched this week. Allotment contracts to be sent out. Burst pipes in toilets repaired by Caretaker (£100 charge), Election nomination papers to be submitted by 4th April. Allotment rents to be increase to £14/£28 proposed by Cllr Fletcher, seconded by Cllr McMillan, all in favour, resolved to increase rent.
