MINUTES OF A MEETING OF TETNEY PARISH COUNCIL
Held at St. John's Methodist Chapel schoolroom on the 14th September 2023

75/23 CHAIR'S WELCOME
Cllr McMillan welcomed everyone to the meeting. He explained the building was a no smoking venue and where the fire exits were located. 
                                             
76/23 APOLOGIES FOR ABSENCE
Apologies were received in advance from Cllr McNally who would be late attending. Proposed and seconded to accept apologies, all in favour. Resolved to accept apologies.

77/23 DECLARATION OF INTERESTS
a) To record declarations of interest by any member of the Council in respect of the agenda items
listed below. Members declaring interests should identify the agenda item and     
type of interest being declared. None.
b) To note dispensations given to any member of the Council in respect of the agenda items

78/23 MINUTES OF THE LAST MEETING held on 8th June 2023
Had been previously circulated. Proposed by Cllr Fletcher and seconded by Cllr Lukehurst to accept the Minutes. All in favour. Resolved to accept minutes. 
"These be adopted as a true record".

79/23 OPEN FORUM 
None

80/23 TO RECEIVE EXTERNAL REPORTS
a) ELDC - Louth hosting a food and drink producers event on 1st October, 10-4pm, 60+ stalls. British food fortnight, 16/9 - 1/10. ELDC offering free market stalls to food related businesses in Louth, Horncastle and Spilsby. Louth Winter Sunday market, 17th December.
b) LCC - Cllr McNally arrived at 8.40pm. All local authority schools in Lincolnshire do not have RAAC (crumbling concrete), academies are being checked by Dept. for Education. Anglian Water and other utility companies have signed a Highways Charter stating they will work together to create as little disruption as possible when digging up roads. LCC litter picking kits have been delivered by Cllr McNally. Cllr McMillan to store them. 
c) Outside representatives – Village Hall - lots of new legislations have been announced including fire regulations which need to be complied with. Human excrement was smeared on infant play area, specialist company needed to remove it costing £450. CCTV installation still being looked into.
Chapel Harvest festival weekend, coffee morning 16th Sept at 10.30am, Harvest service on 17th Sept at 10.30am and Harvest supper on 18th Sept at 7pm - tickets for supper still available. 
FOTPS summer fair raised £2500 proceeds to go towards a MUGA. 118 pupils now on roll.

81/23   Parish Council Matters - To discuss matters relating to the village. 
a) To update on Christmas fair - Hall booked for Saturday 25th November 2023, 3-7pm. Clerk to contact MDH re cherry picker.
b) To discuss annual preventing loneliness Christmas meal - Clerk to liaise with Chapel to arrange date/guest list.
c) To discuss adoption of grit bin on Hoop End - LCC insist grit bin is not theirs so they will not refill it. Proposed and seconded to adopt the grit bin. LCC will deliver free 1 tonne bag of salt by end of September.
d) To approve headstone applications for Codd and Thompson - Codd approved, Thompson wording to be altered - Clerk to contact Serenity Memorials. D Clark headstone had been previously approved.
e) To discuss/approve adding to cemetery regulations " Any items not complying with regulations will be removed by the Parish Council 30 days after contact with grave owner or next of kin."
as per The Local Authorities Cemeteries Order 1977, 3.-(1) Subject to the provisions of this order, a burial authority may do all such things as they consider necessary or desirable for the proper management, regulation and control of a cemetery. - All agreed to wait until January to discuss additional regulations.
f) To approve gaining quotes for temporary fencing for gap at rear of cemetery - Unanimously agreed to install temporary fencing, Cllr McMillan to source materials and install.

Cllr Fletcher left the meeting at 8.35pm.

County Cllr McNally arrived at the meeting at 8.40pm.

Annual Audit - Review by external auditor completed and approved. External auditor certificate on the website.
HSBC Money Market reinvested for 6 months at 4.62%
Recycling area CCTV cameras to be chased up by Cllr McMillan, Oxfam bins have been removed.
