MINUTES OF A MEETING OF TETNEY PARISH COUNCIL
Held at St. John's Methodist Chapel schoolroom on the 9th November 2023

99/23 CHAIR'S WELCOME
Cllr McMillan welcomed everyone to the meeting. He explained the building was a no smoking venue and where the fire exits were located. 
                                             
100/23 APOLOGIES FOR ABSENCE
Apologies were received in advance from County Cllr McNally due to other commitments. Proposed and seconded to accept apologies, all in favour. Resolved to accept apologies.

101/23 DECLARATION OF INTERESTS
a) To record declarations of interest by any member of the Council in respect of the agenda items
listed below. Members declaring interests should identify the agenda item and     
type of interest being declared. None.
b) To note dispensations given to any member of the Council in respect of the agenda items  
listed below. None.

102/23 MINUTES OF THE LAST MEETING held on 9th October 2023
Had been previously circulated. Proposed by Cllr Fletcher and seconded by Cllr Kerman to accept the Minutes. All in favour. Resolved to accept minutes. 
"These be adopted as a true record".

103/23 OPEN FORUM 
Residents complained about the speed of traffic on Thoresby Rd and Station Rd - 30mph extension has been applied for along Station Rd; excessive weed growth in the dyke along Station Rd - PC have no powers to clear the dyke and no other bodies are accepting responsibility for it; any plans for food waste caddy's in Tetney - ELDC have no plans to extend the current waste services; Green bin lorry making collections at 6.20am - bin lorries are allowed to collect from 6am.

104/23 TO RECEIVE EXTERNAL REPORTS
a) ELDC - Louth Winter Sunday market, 17th December. Flood recovery fund to help households affected by recent storms, upto £200 per household available. Public footpath diversion in Tetney Lock to avoid a residents garden has been approved.
b) LCC - No report.
c) Outside representatives – Forthcoming Chapel events - Carols by Candlelight, 17th Dec, 6pm; Christmas Carols, 21st Dec, 2.30pm; Christmas Eve Service, 24th Dec, 10.30am. All welcome
 
105/23   PARISH COUNCIL MATTERS 
a) To update on Christmas fair - Mr Kane Ramsey kindly offered to replace the bulbs in the Market Place tree using his cherry picker, thanks and appreciation offered to Mr Ramsey. Stall invites sent out and most have replied, judging of school competition on Mon 20th Nov - Clerk to confirm date is suitable for school. Electrician asked to certify tree lights, school choir to perform 4.50pm at tree, posters to advertise to go up next week.
b) To update on Preventing Loneliness Christmas Meal - Invites to be sent out by end of November, Crown and Anchor at Tetney Lock to cater (£13/meal) Christmas dinner with trimmings and christmas pudding. To be held on Monday 11th December, 12 noon, St. John's Chapel. Christmas cards to be made by Chapel member. 
c) To discuss/suggest projects for 2024 in preparation for precept setting - To be discussed later in year for year after next.
d) To discuss asking Village Hall Committee about transferring public toilet ownership to them - Cllr McMillan to formally ask Village Hall committee, Clerk to produce finance documentation.

107/23    EXTRAORDINARY ITEMS     (for information purposes only)    
New electricity meter has been installed at the toilets. 2 posts knocked over round Market Place tree again with blue paint visible, Clerk to write to bus company informing them that we will repair on this occasion as have Christmas event and area needs to be secure however will still need compensating for the damage.
