51/23 CHAIR'S WELCOME
Cllr McMillan welcomed everyone to the meeting. He explained the building was a no smoking venue and where the fire exits were located.
52/23 APOLOGIES FOR ABSENCE
Apologies were received in advance from Cllr Winslow and County Councillor McNally due to other commitments. Proposed and seconded to accept apologies, all in favour. Resolved to accept apologies.
53/23 DECLARATION OF INTERESTS
a) To record declarations of interest by any member of the Council in respect of the agenda items
listed below. Members declaring interests should identify the agenda item and
type of interest being declared. None.
b) To note dispensations given to any member of the Council in respect of the agenda items
listed below. None.
c) To note all Pecuniary Interest forms have been submitted to ELDC - All 6 Councillor Pecuniary Interest forms have been hand delivered to ELDC.
54/23 MINUTES OF THE LAST MEETING held on 10th May 2023
Had been previously circulated. Proposed by Cllr Kerman and seconded by Cllr Lukehurst to accept the Minutes. All in favour. Resolved to accept minutes.

55/23 OPEN FORUM
None
56/23 TO RECEIVE EXTERNAL REPORTS
a) ELDC - Councillor Community Grant scheme increased to £2000 per District Councillor for this financial year. SO Festival, 16-18 June in Skegness and Mablethorpe, programme of events on ELDC website. Planning enforcement not following up on fence erected outside Waverley Town Rd. Cllr mcMillan to ask Enforcement who owns the land.
b) LCC - Clerk to ask Cllr McNally when the grass cuts are scheduled for. 1st cut has missed some areas, Clerk to report.
c) Outside representatives – Chapel Strawberry teas, Saturday 1st July. School summer fayre, Saturday 8th July 12-2pm, all welcome. Village Hall fundraising open event, Saturday 15th July, all welcome. Village Hall getting quotes for CCTV. Need to replace swing sets, quoted £10-12,000, fundraising activities planned.
57/23 Parish Council Matters - To discuss matters relating to the village.
a) To discuss preparations for Scarecrow festival. - Posters have been placed around the village, in the Village Voice, emails sent to the school and The Fountains Care Home and the WI were also informed at their meeting. A post has been put on social media and will be refreshed regularly.
b) To update on Stagecoach insurance for Market Place posts - Quotes and photos have been sent to Stagecoach's insurance company awaiting further correspondence from them.
c) To discuss and approve the Grant's Policy - Grant policy approved, proposed by Cllr McMillan, seconded by Cllr Lukehurst, all in favour. Resolved to accept Grants Policy.
d) To receive and discuss any update on the recycling area - No update.

59/23 Extraordinary Items (for information purposes only)
Bollards on Station Rd to be removed by Highways. Jubilee Gardens notice board needs new hinges - Clerk to buy. Clerk and Caretaker received several nuisance phone calls from youths in the village on Saturday evening regarding the toilets.
