MINUTES OF A MEETING OF TETNEY PARISH COUNCIL

37/23 CHAIR'S WELCOME
Cllr McMillan welcomed everyone to the meeting. He explained the building was a no smoking venue and where the fire exits were located. He thanked his fellow councillors for re-electing him as Chair for the forthcoming year. Cllr McMillan congratulated all councillors for being re-elected at the elections last week and stated that 3 seats were vacant on the Parish Council. Thanks was offered to former Cllr Cruickshank, who stood down at the elections for his contribution to the village and the parish council during his time on the Council. It has been a busy year for the Parish Council with the cemetery extension finally being legally transferred and with more land hopefully becoming available in the future. A bench at Tetney Lock and a new bin at the crossroads have been received from Visit Lincs after a successful bid to them. The Christmas fair returned after a 2 year break due to the Covid-19 pandemic, it was a very successful event with a large turnout. Two interactive speed signs were donated to the village by local developers which are being rotated between four entrance roads on a six-weekly basis. Unfortunately the village has been blighted by vandalism and graffiti over the last year which has caused much concern. The death of the late Queen Elizabeth II was marked with a wreath being placed at the War Memorial and the coronation of King Charles III was celebrated with street parties around the village.
38/23 APOLOGIES FOR ABSENCE
Apologies were received in advance from Cllr Williams due to other commitments. Proposed and seconded to accept apologies, all in favour. Resolved to accept apologies.
39/23 DECLARATION OF INTERESTS
New Acceptance of Office and Declaration of Interest forms were signed by all Councillors present prior to the meeting.

Had been previously circulated. Proposed by Cllr Lukehurst and seconded by Cllr Fletcher to accept the Minutes. All in favour. Resolved to accept minutes.

42/23 TO RECEIVE EXTERNAL REPORTS
a) ELDC - Cllr McMillan thanked everyone who voted for him at the recent elections.
b) LCC - Cllr McNally has ut a request in to LCC Highways for a new 40mph zone on Thoresby Rd from the village sign to Grainsby Lane. A request has also been submitted to extend the 30mph zone on Station Rd to the Golf Club entrance.
c) Outside representatives – No report.
43/23 Annual Audit Return - To approve Annual Governance Statement
Annual Governance statement was read out, agreed with and approved. Proposed to approve by Cllr Fletcher, seconded by Cllr Winslow, all in favour. Resolved to approve Annual Governance Statement.
44/21 Annual Audit Return - To approve Annual Audit Section 2 – Accounting Statement.
Accounts had been previously circulated. Accounts were approved and signed by the Chairman. Proposed to accept by Cllr Lukehurst, seconded by Cllr Kerman, all in favour. Resolved to accept and approve accounts.
45/23 Parish Council Matters - To discuss matters relating to the village.
a) To approve closure of toilets over May half term and school summer holidays due to vandalism. - Proposed by Cllr McMillan, seconded by Cllr Lukehurst. All in favour. Resolved to close public toilets during school holidays due to on-going vandalism and graffiti.
b) To discuss results of the Scarecrow festival poll - Majority of responses were positive. Agreed to hold scarecrow festival on weekend of 1st/2nd July. No theme as felt it would be restrictive. Prize for best scarecrow to be considered at next meeting. Clerk to advertise event with posters, in Village Voice and on social media.
c) To update on Market Place posts - Stagecoach insurance company have asked for quotes and photos of the damaged posts. Clerk to send both once quotes received.
d) To update on recycling area bin removal request - Holton Le Clay had their wheelie bin recycling bins removed as owned by ELDC. The bins at our recycling area are under contract with Recycling UK and will not be removed. They are still being used regularly. District Cllr McMillan and Victoria Burgess, Head of Waste at ELDC have both contacted Enviro-crime at ELDC to ask for a camera to be installed at recycling area.
