MINUTES OF A MEETING OF TETNEY PARISH COUNCIL
Held at St. John's Methodist Chapel schoolroom on the 6th October 2025

89/25 CHAIR'S WELCOME
Cllr McMillan welcomed everyone to the meeting. He explained the building was a no smoking venue and where the fire exits were located.

91/25 DECLARATION OF INTERESTS
a) To record declarations of interest by any member of the Council in respect of the agenda items

92/25 MINUTES OF THE LAST MEETING held on 11th September 2025
Had been previously circulated. Proposed by Cllr Moorby and seconded by Cllr Lukehurst to accept the Minutes. All in favour. Resolved to accept minutes. 
"These be adopted as a true record".

93/25 OPEN FORUM 
Resident spoke about the need for more dog bins particularly at Hoop End and New Delights. Council agreed dog fouling was still a big problem within the village and 2 more dog bins had been applied for to go on the Golf Club estate. Clerk to apply for bins for Hoop End and New Delights and for a replacement bin on Thoresby Rd/Thoresby Lane corner.
A resident spoke about the poor parking on several roads within the village particularly Thoresby Rd opposite the junction with School Lane and Chapel Rd. The parish council advised this was a Police matter and should be reported accordingly. Cllr Robinson also mentioned that nuisance parking could be reported to LCC via their website.
Following an open event at the Golf Club earlier in the day, the majority of residents present had concerns about the proposed phase 3 development of 153 houses on the golf club land. Access, drainage, infrastructure and increased traffic were main concerns. The parish council advised that only when a planning application had been received could the parish council then make formal comments. It was also advised that the residents should send individual objections to the planning department once an application had been submitted.

94/25 TO RECEIVE EXTERNAL REPORTS
a) ELDC - Postal voters now have to reapply every 3 years. If voters applied before 31/10/2023 they will have to reapply now. Community re-paint stores are now available at all LCC recycling centres where residents can donate and collect tins of paint for free. The annual review of Lincolnshire Community Foundation showed contributions had been made to 325 projects with a value of £4.8m of grants given out to grassroot, community and individual initiatives.

b) LCC - Cllr Robinson reported that he had carried out highway checks and reported all defects on LCC's fix my street link. He had also cleaned all road signs and reported once for replacement. He will check any repairs once they are completed to ensure they are up to standard. Cllr Robinson attended the Horncastle Highways depot and will be going out with the road teams to see how communications can be improved. He raised the fact at the last full LCC meeting that Lincolnshire Police being £14m in debt needed to be addressed. Contact details are available for the local PSCO to attend properties to advise on how to improve safety and security and what deterrents are available such as "Ring" door bells. Details are available from Cllr Robinson.

c) Outside representatives – Interviews for a new Head teacher at the primary school ended with the decision not to appoint any of the applicants. The position will be re-advertised with a temporary head put in place in the meantime.
-Quiz night with jacket potato supper, Tuesday 21st October, 7pm, St. John's Chapel, All welcome.
-The Village Hall now has a weekly activities list on display at the Hall.


95/25 PARISH COUNCIL MATTERS
a) To update and distribute .gov.uk email addresses to councillors - All councillors have been issued with their new .gov.uk email addresses, passwords and "how to" guides. Clerk has contacted ELDC, LCC and other companies to inform them of the new email address.
b) To discuss public toilet refurbishment project - To seek quotes in order to be ready for when the next round of grant funding opens. Resolved: To seek quotes.
c) To discuss and approve the purchase of flower planters for the entrances to the village - Discussion took place about who would water and maintain the roadside planters. Clerk to contact other parishes and ask what they do. Cllr Coles proposed researching planters and maintenance further with the view to purchasing, seconded by Cllr Winslow. Vote taken, 5 in favour, 3 against. Resolved: To further research planters for the entrance to the village.
d) To discuss Grounds Maintenance contract- It was agreed to put the contract out for tender with a start date of mid-March 2026. Poster to go on notice boards and on social media page.
e) To discuss making a £25 donation to the Royal British Legion in lieu of a wreath - Proposed by Cllr Kerman, seconded by Cllr Winslow. All in favour. Resolved: To make a donation to RBL in lieu of a wreath. Cllr Kerman to lay the wreath at the war memorial on Remembrance Sunday (9th November 2025).
f) To discuss the annual Christmas fair - Hall has been booked, invites to go out this month, Salvation Army band has been booked. School to be asked to run the competition for the children to switch the lights on. FOTPS not attending this year as they have arranged their own fair for the evening before. Cllr Fletcher to ask Mr Ramsey if he would check and replace any bulbs and she will contact the electrician to check the lights. Playschool will be asked if they would like a stall after a vote of 6 in favour of asking them and 2 against was taken. Resolved: To ask playschool if they would attend.
g) To discuss the annual Christmas meal - Approx. 45 people on the invite list. Quotes to be sought from The Plough, The Crown & Anchor and the Golf Club. 
h) To discuss and approve purchasing an additional CCTV camera to cover the public toilets - A separate camera is needed to cover the public toilets. A quote of £250 to purchase and install the camera onto the existing Village Hall system was supplied to Cllr Lukehurst. Questions about data sharing, storage and viewing feeds were asked. Cllr Lukehurst to pass the installer details to the Clerk. In principle, Cllr McMillan proposed, seconded by Cllr Anderson to purchase the camera once the queries had been satisfactorily answered. All in favour. Resolved: To purchase and install a CCTV camera at the public toilets using the village hall's system.
