MINUTES OF A MEETING OF TETNEY PARISH COUNCIL

76/25 CHAIR'S WELCOME
Cllr McMillan welcomed everyone to the meeting. He explained the building was a no smoking venue and where the fire exits were located. 
                                             
77/25 APOLOGIES FOR ABSENCE
Cllr Kerman gave his apologies due to other commitments. Proposed to accept apologies by Cllr McMillan, seconded by Cllr Winslow. All in favour of accepting the apologies. Resolved to accept apologies.

78/25 DECLARATION OF INTERESTS
a) To record declarations of interest by any member of the Council in respect of the agenda items
listed below. Members declaring interests should identify the agenda item and

b) To note dispensations given to any member of the Council in respect of the agenda items

79/25 MINUTES OF THE LAST MEETING held on 10th July 2025
Had been previously circulated. Proposed by Cllr Coles and seconded by Cllr Anderson to accept the Minutes. All in favour. Resolved to accept minutes. 
"These be adopted as a true record".

80/25 OPEN FORUM 
None.

81/25 PRESENTATION FROM FABER ARCHITECTS ON PROPOSED PHASE 3 DEVELOPMENT ON STATION RD - A brief outline of the proposed plans, which have been worked on with ELDC planning department, were presented. An open meeting for all residents to attend will be held at the Golf Club within the next month. Meeting date and time will be advertised on the village face book page and on posters around the village.

82/25 TO RECEIVE EXTERNAL REPORTS
a) ELDC - No report.

b) LCC - The "Your Lincolnshire" consultation event took place in Louth today to inform residents about the proposals to re-organise Lincolnshire into unitary councils. A consultation survey is available to complete on line at www.letstalk.lincolnshire.gov.uk/Yourlincolnshire, paper copies of the survey are also available from the consultation events and the district council offices, by contacting 01522 555222. The deadline for completed surveys is 29th September 2025. There will be an online consultation event on 24th September.
LCC highways have installed the footpath as requested to the benches at the crossroads. Highways are also aware of the deteriorating state of the footpaths within the village and will be addressed as part of a future project. Cllr Robinson will chase up when the proposed 30mph extension on Station Rd will be introduced.

c) Outside representatives – St John's Chapel Harvest coffee morning, Saturday 20th September at 10.30am, all welcome. Harvest service on Sunday 21st Sept at 10.30am and St. John's Harvest supper is on Monday 22nd September, 7pm, tickets available from Mrs Knudsen.
Cllr Coles reported that the Head of Tetney Primary school has resigned and will leave his post at Christmas. Interviews are being held with the view to having a new head in post for the New Year.
CCTV cameras have been installed and are operational at the Village Hall.


83/25 PARISH COUNCIL MATTERS
a) Update on .gov.uk email address - Clerk is liaising Cloud Next regarding next steps in activating the new emails.
b) Update on Annual Audit Report - The report has been completed and returned and all final notices have been displayed on the website as per regulations.
c) Update on the toilets - East Lindsey Investment Fund (ELIF) application closing date is 10th October. Clerk to contact ELIF for further advice on suitability of project for this funding.
d) Discuss, approve and amend the cemetery interment eligibility regulations - Cllr Fletcher proposed to accept the wording and regulation, seconded by Cllr McMillan, all in favour. Resolved to accept the new wording and regulation relating to interment eligibility. Clerk to add wording to regulations.
e) Repairs to the Market Place bus shelter - Quote supplied by Walker roofing for replacement ridge tiles with detailing (£615) or with plain tile (£405). Plain ridge tile proposed by Cllr Fletcher, seconded by Cllr Moorby. Vote taken 4 in favour, 2 against, 1 undecided. Resolved to accept quote for plain ridge tile on bus shelter. Clerk to contact Walker roofing.

85/25    EXTRAORDINARY ITEMS      (for information purposes only)    
A resident contact the Clerk and complained about the street lighting, lack of litter bins and how the village looked unwelcoming and left behind compared to other villages. Clerk advised that many items he commented on were the responsibility of the county and district councils not the parish council. Councillors agreed to put flower planters on the agenda for the next meeting.
Request for the parish council website address to be more prominent in the notice board and for a QR code linking to the website to be displayed in the notice boards. Clerk to arrange.

87/25    FUTURE DATES
Monday 6th October 2025,
Thursday 13th November 2025, in the Chapel school room at 7.30pm.
No meeting in December. 

88/25    To resolve on whether the Council will move into closed session - The Council decided not to go into closed session in accordance with the Public Bodies (admission to meetings) Act 1960 due to the confidential nature of the business to be discussed.
