Held at St. John's Methodist Chapel schoolroom on the 13th November 2025

101/25 CHAIR'S WELCOME
Cllr McMillan welcomed everyone to the meeting. He explained the building was a no smoking venue and where the fire exits were located.
102/25 APOLOGIES FOR ABSENCE
Cllr Moorby gave his apologies due to other commitments. Proposed to accept apologies by Cllr Fletcher, seconded by Cllr Coles. All in favour of accepting the apologies. Resolved to accept apologies.
103/25 DECLARATION OF INTERESTS
a) To record declarations of interest by any member of the Council in respect of the agenda items
listed below. Members declaring interests should identify the agenda item and
type of interest being declared. None.

104/25 MINUTES OF THE LAST MEETING held on 6th October 2025
Had been previously circulated. Proposed by Cllr Lukehurst and seconded by Cllr Coles to accept the Minutes. All in favour. Resolved to accept minutes.

105/25 OPEN FORUM
Residents spoke about their concerns for the possible new development on the Golf Club land. The number of houses suggested by the developer is out of proportion to the size of the current village and the amenities available, in their opinion. Concerns raised about the current roads, drains and infrastructure not being suitable for the volume of houses in the village now without the addition of the potential development. Comments were made about the open event held by the developer not being advertised well enough. A resident organised meeting will be held on 16th November at the village hall.

c) Outside representatives – St John's Chapel Christmas Fair, Saturday 6th December, 2pm, all welcome. FOTPS Christmas celebration, 28th Nov, 3.30pm. Tetney Dog Show on Saturday 25th April 2026, in aid of St. John's Chapel, 10.30 entry - 11am judging starts. 20 classes sponsored by local businesses. Refreshments, raffle, tombola and dog photographer. All welcome.
95/25 PARISH COUNCIL MATTERS
a) Parish Christmas Fair - Stall holders have been invited, waiting for 3 replies. Electrician has checked the tree, Mr K. Ramsey has kindly changed the blown bulbs, more bulbs to be ordered in the new year. Cllr Fletcher proposed buying Mr Ramsey a small gift (up to £20) in lieu of payment, seconded by Cllr McMillan. Resolved: To purchase a small gift for Mr Ramsey by way of thanks for changing the Christmas bulbs. School competition to be judged by Cllr Coles and Cllr Fletcher, Clerk to supply letters to parents of winning children. Cllr McMillan proposed a £10 gift voucher for each winning design, seconded by Cllr Anderson. All in favour. Resolved: Clerk to buy 7x£10 gift vouchers as prizes. Cllr McMillan proposed purchasing 5 traffic cones to stop traffic parking in front of the tree before the light switch on, seconded by Cllr Kerman. All in favour. Resolved: To purchase 5 traffic cones. Cllr Winslow proposed purchasing cables for the pa equipment speakers, seconded by Cllr Fletcher. All in favour. Resolved: To purchase PA speaker cables. Doors will open to stallholders at 3.15pm and members of the public AFTER the lights have been switch on at 5pm. Salvation Army band to play outside The Plough from 4.30pm but may be a few minutes late then will play at the hall. School choir will not be attending and FOTPS have refused their invite for a stall and will not be attending.
b) Christmas meal grant request and arrangement update - Grant form received from St John's Chapel. Cllr McMillan proposed accepting the donation request for up to £200 to use towards payment for a Christmas meal for the elderly and those alone at Christmas, seconded by Cllr Kerman. All in favour. Resolved: To donate up to £200 towards the Christmas meal. District Cllr McMillan to donate £500 from his community fund to pay the majority of costs. 42 invites have been sent out. St John's Chapel have arranged for The Crown and Anchor at Tetney Lock to cater (£15/meal) a Christmas dinner with trimmings and christmas pudding. To be held on Wednesday 10th December, 12 noon, St. John's Chapel (invitees only). Christmas cards to be made by Chapel member. Table flower arrangements to be made/donated by Mrs J Hind. Cllr McMillan proposed purchasing a gift to each of the guests as in previous years, seconded by Cllr Coles, all in favour. Resolved: To purchase a small gift for the invitees.
c) Flower planters for the entrances to the village - Research shows planters are self-watering for upto 2 weeks. Plantscape UK have round (£172), square (£370) and octagonal (£370) planters available and can be ordered now and delivered in the spring. Cllr Fletcher suggested using old tractor tyres as planters. Cllr McMillan proposed buying 2x octagonal planters to begin with for Threeways and the crossroads in black, Cllr Coles seconded. Vote taken 4 in favour, 2 against, 1 abstention. Resolved: To purchase 2x octagonal planters in black for delivery in the spring.
d) Tetney Lock notice board - A resident has asked if they would be allowed to make a new notice board based on a like for like design for Tetney Lock. He is a qualified joiner. Cllr McMillan proposed to accept the offer, seconded by Cllr Coles. All in favour. Resolved: To accept the offer to have a new noticeboard built in Tetney Lock. Clerk to contact the resident.
e) Remembrance poppies - Positive comments received about the new Remembrance poppies although residents had asked for more next year. Cllr McMillan to research where to place further poppies and report back quantity needed to the Council in February.

109/25 EXTRAORDINARY ITEMS (for information purposes only)
Headstone application received for the late Carolyn Scott, approved.
Replacement toilet skylight installed and bus shelter roof repaired by Walker Roofing.
A public meeting to be arranged should a planning application of significant size for land at the Golf Club be received over the Christmas period or before. Posters to advertise a parish council arranged extraordinary meeting will be placed on the village notice boards and on the Tetney village face book page.
Clerk has previously applied to LCC for a one tonne bag of winter salt/grit, it should be delivered in mid-December.
Issue raised about the overgrown hedge, untidy grounds and car parked on grass verge at a property on Willmer's Corner, Clerk to contact Platform Housing.

111/25 FUTURE DATES
No meeting in December 2025,
Monday 19th January 2026* (new date),
Thursday 12th February 2026, in the Chapel school room at 7.30pm.
112/25 To resolve on whether the Council will move into closed session - Should this resolution be passed the public and press will be required to leave the meeting at this stage.
The Council decided to go into closed session in accordance with the Public Bodies (admission to meetings) Act 1960 due to the confidential nature of the business to be discussed in relation to the following matters:
a) Clerk pay increase from April 2025 - Pay scales effective from April 2025 just finalised by NJC. Cllr Winslow proposed raising the Clerk's pay in line with the NJC recommendations and issuing back pay accordingly, seconded by Cllr Fletcher. All in favour. Resolved to increase the Clerk's pay by the NJC recommended amount.
b) Councillors were reminded of the need for transparency and confidentiality in relation to matters discussed at Parish Council meetings. They were also issued with a guide to attending a resident organised public meeting.
