MINUTES OF A MEETING OF TETNEY PARISH COUNCIL
Held at St. John's Methodist Chapel schoolroom on the 13th February 2025

15/25 CHAIR'S WELCOME
Cllr McMillan welcomed everyone to the meeting. He explained the building was a no smoking venue and where the fire exits were located. 
                                             
16/25 APOLOGIES FOR ABSENCE
Cllr Coles had informed Council prior to the meeting that he would be arriving late.

17/25 DECLARATION OF INTERESTS
a) To record declarations of interest by any member of the Council in respect of the agenda items
listed below. Members declaring interests should identify the agenda item and     
type of interest being declared. None.
b) To note dispensations given to any member of the Council in respect of the agenda items

18/25 MINUTES OF THE LAST MEETING held on 20th November 2024
Had been previously circulated. Proposed by Cllr Lukehurst and seconded by Cllr Moorby to accept the Minutes. All in favour. Resolved to accept minutes. 
"These be adopted as a true record".

19/25 OPEN FORUM 
None.

20/25 TO RECEIVE EXTERNAL REPORTS
a) ELDC - ELDC have been in a community partnership with LCC and Nuclear Waste Service relating to a Ground Disposal Facility (GDF) at Theddlethorpe. The partnership has started looking at site access on premium agricultural land between Gayton-Le-Marsh and Great Carlton rather than at Theddlethorpe. Due to this new focus a decision was taken at executive level by ELDC to withdraw from the partnership. 

b) LCC - The pre-election period starts on 19th March.
c) Outside representatives – Cllr Fletcher attended the FOTPS meeting. Forthcoming events include a Valentine's disco and Easter bingo in the village hall.


21/25 PARISH COUNCIL MATTERS
a) Providing a footpath to the benches at the crossroads - Councillors agreed quotes should be sought. Resolved: Clerk to obtain quotes.

b) Salvation Army and the Market Rasen Silver Band quotes for the Christmas fair - No replies have been received from either band. Clerk was asked to enquire if the bands march. Resolved: To chase up again.

c) Replacement Lime trees for Town Rd and planting ceremony - Cllr McMillan proposed and seconded by Cllr Coles to purchase 2x lime trees from Horncastle nursery, £126 each inc. delivery, trees will be 9-12ft tall with 15cm girth. All in favour. Resolved: To purchase 2x lime trees. LCC will arrange for Balfour Beatty to plant the trees on a pre-arranged date. It was suggested the trees could be dedicated to the late Phyllis Crowson who was born and bred in Tetney, ran a business in the village and was president of the WI for 21 years. The second tree to be dedicated to another lifelong member of the village who has recently passed away. Family and friends would be invited to the planting ceremony. Clerk to get quotes for a small plaque to be placed with the trees. Dates to be put to LCC are Saturday 5th April and Friday 28th March. Resolved: To hold a planting ceremony.

d) 80th anniversary of VE day - Street parties to be arranged by individual streets. Cllr McMillan to contact Mrs Everitt regarding singing at various locations around the village and her fees. Clerk to contact Platform to ask if Mrs Everitt could use the electricity supply at the community centre. VE day is 8th May 2025 but national events are to be incorporated into the early May bank holiday on Monday 5th May. Resolved: To arrange individual street parties, ask Mrs Everitt to sing (fee permitting) on Monday 5th May.

Cllr Coles arrived at 8.20pm.

e) Lamp-post mounted poppies for Remembrance Day - Large "lorry" poppies purchased from the RBL £9.99 each. Cllr McMillan proposed purchasing 30 large poppies, seconded by Cllr Anderson, vote taken 3 in favour, 5 against. Cllr Lukehurst proposed purchasing 15 poppies, seconded by Cllr Kerman, vote taken 4 in favour, 2 against, 2 abstained. Resolved: To purchase 15 poppies for lamp posts around the village.

23/25    EXTRAORDINARY ITEMS      (for information purposes only)    
Toilet shutter wouldn't open/close - Apex Engineering called out, no repair needed as opened for them.
Geosmart to investigate reports of internal flooding within Tetney for LCC.
Mrs Lingard replied to the save letter for the Christmas fair and asked if she could attend as one of her businesses rather than a charity this year, it was agreed that she could attend with her hamper business.
