MINUTES OF A MEETING OF TETNEY PARISH COUNCIL
Held at St. John's Methodist Chapel schoolroom on the 13th January 2022

1/22    CHAIR'S WELCOME
Cllr McMillan welcomed everyone to the meeting and wished everyone a happy new year. He wished everyone with symptoms of Covid-19 a speedy recovery, and reminded everyone to stay at home as much as possible. Cllr McMillan advisd that face masks should be worn when moving around the room but could be removed if chosen to when seated. The meeting would be as brief as possible to ensure the safety of all attending due to the increasing number of Covid infections locally.   
                                       
                           
2/22    APOLOGIES FOR ABSENCE
Apologies were received in advance from Cllr Cruickshank due to work commitments. Proposed and seconded to accept apologies, all in favour. Resolved to accept apologies.

3/22    DECLARATION OF INTERESTS
To record declarations of interest by any member of the Council in respect of the agenda items listed below. Members declaring interests should identify the agenda item and type of interest being declared. None.

To note dispensations given to any member of the Council in respect of the agenda items listed below. Dispensation given to all Councillors regarding agenda item 7/22. Clerk asked for special dispensation to be granted for 3 months to Cllr Cruickshank as he will be unable to attend meetings due to work commitments. Resolved: To grant dispensation for 3 months.

4/22    MINUTES OF THE LAST MEETING held on 30th September 2021
Had been previously circulated. Proposed by Cllr Kerman and seconded by Cllr Blagg to accept the Minutes. All in favour. Resolved to accept minutes. 
"These be adopted as a true record".

5/22    OPEN FORUM - None
      

6/22    TO RECEIVE EXTERNAL REPORTS
a) ELDC - No report
b) LCC -  Highways funding cut by £12m equivalent to 25% of highways budget. On LCC website there is a template letter to local MP asking for funding to be reinstated. Stories and  experiences of poor roads also being asked for to support the request for funding. Budget consultation ongoing on 3% increase to purely fund adult social care. 
c) Outside representatives – FOTPS raised £800 on Christmas Raffle, thanks to all who took part. Village Hall looking at getting hedging cut back.
      
7/22    PRECEPT SETTING
A precept of £20,000 was agreed and approved. Resolved to set a precept of £20,000. 

8/22    PARISH COUNCIL MATTERS - To discuss any matters relating to the village. 
a)To discuss and approve cemetery fees - Increase of £5 for residents and individual non-resident prices increased was approved. Agreed to remove the ability to transfer Grave deeds from a non-resident to non-next of kin. Resolved to increase cemetery fees.
b)To discuss annual allotment fees - Fees to increase to £25/£12.50 per year. Resolved to increase allotment fees.
c)To update on interactive speed signs - Agreed to go ahead with purchase of 2 signs at discounted rate of £2,038+vat and 2 extra brackets, Clerk to contact local developers asking for them to contribute/purchase signs. Resolved to purchase signs and ask for developer contributions. Clerk to report leaning lamppost opposite Hillstead Close.
d)To update on Christmas meal - 41 meals provided to residents in Tetney and Tetney Lock, funded by the Parish Council and District Cllr McMillan. Meals supplied by The Crown and Anchor pub in Tetney Lock. Several letters of thanks received.
e)To discuss parking on verges - Clerk to ask for paragraph in Village Voice asking residents to be mindful where they park. 
f)To discuss inviting Cllr Craig Leyland to a future meeting- all in favour, Clerk to make invitation. Resolved to invite Cllr Leyland to a meeting.
g)To discuss response to planning application N/178/02611/21 - Agreed to object on flawed design and access statement, no new employment created, use of out of date information, noise/light pollution, archeological surveys needed, loss of privacy, no footpath within site and roads unadopted, excess traffic, 30mph limit needs to be extended, S106 needs to be given to village amenity, size and scale of development in comparison to size of village application needs to be called in to planning committee. Residents need to object individually in order for this application to be rejected.

Proposed to accept finances by Cllr Fletcher, seconded by Cllr Kerman, all in favour. Resolved to accept finances.                    

10/22    EXTRAORDINARY ITEMS (for information purposes only)    
Bank account fees to be £8 per month, cheques 40p each, cash 0.4% of value deposited. The Parish Council has been linked with other organisations without permission on social media,the site administrator has been informed this is not acceptable and asked not to do so in the future. Peter Levy from BBC Look North commented on air that he would switch our Christmas lights on, Clerk to contact Mr Levy and ask him to attend.
