66/22    CHAIR'S WELCOME
Cllr McMillan welcomed everyone to the meeting and explained the building was a no smoking venue and where the fire exits were located. 
                                             
67/22    APOLOGIES FOR ABSENCE
Apologies were received in advance from Cllr Williams and Cllr Lukehurst due to other commitments. Proposed and seconded to accept apologies, all in favour. Resolved to accept apologies.

69/22    MINUTES OF THE LAST MEETING held on 9th June 2022
Had been previously circulated. Meeting date corrected. Proposed by Cllr Fletcher and seconded by Cllr Kerman  to accept the Minutes. All in favour. Resolved to accept minutes.

70/22    OPEN FORUM 
      
71/22    TO RECEIVE EXTERNAL REPORTS
a) ELDC - British Food Fortnight, 17/9 - 2/10, to encourage people to discover diverse food in the area held on market days in Louth, Horncastle and Spilsby. Launch of South & East Lincs Community Lottery - 60% of ticket proceeds to go to local causes, ticket sales on line. Scrutiny group of District Cllrs to work on public transport provision survey and results in Boston, East Lindsey and Sth Holland.

72/22    Parish Council Matters - To discuss matters relating to the village. 
a) To approve tree surgeon to cut chapel hedge - Clerk to get 3 quotes from garden maintenance companies and circulate.

b) To discuss request from Land Developers (Lincs) to take legal possession of new play area on Golf Club site - Discussion held, unanimously agreed NOT to take ownership due to insurance, maintenance and inspection costs, divides village with only the estate children using the equipment, any available funds from developers should be used for existing play area on playing fields, original planning comments stated parish council would not take ownership. Vote for taking on play area 0, against 5. Resolved NOT to take on play area.

c) To discuss football club use of toilets on match/training days - Unanimously agreed to have toilets open on trial for 1 season however it is expected to be left in a clean state, a cleaning fee will be charged if they are left dirty. Caretaker wages to increase to reflect extra work, propsed by Cllr McMillan, seconded by Cllr Fletcher, all in favour. Clerk to speak with caretaker. Fixture list required for match schedule. Council to request to be informed of Village Hall plans for own changing room facilities as extra toilet use/cleaning/water/electricity use needs to be considered for budget setting in January. Resolved to increase caretaker wage by £85 per month, resolved to keep toilets open on match days for trial period of 1 season. Resolved to charge fee to Vilage Hall should the toilets be left in a muddy or unclean state.

d) To discuss possible handover of toilets to Village Hall committee. - Unanimously agreed to retain the toilets, poll to go on village face book page asking if toilets should stay open or be closed. Resolved to retain ownership of the toilets.

e) To discuss installing defibrillator onto toilet block wall - Unanimously agreed to allow installation of defibrillator onto road facing toilet wall. Copy of electrical safety certificate required.

f) To update on speed signs - A second developer has agreed to fund a second sign, first developer has paid the invoice and sign should be in production.
 
g) To update on cemetery purchase - no contact from solicitor in 5 months, Mr Magers solicitors fee paid, clerk has send chasing email to solictor.

h) To update on bench and bin at Tetney Lock -  Visit Lincs Coast funding application successful for bench and bin. Geoff Fawcett has agreed to install the new bench at Tetney Lock and the new bin at the crossroads for free. Immobile property agreement set up with LCC Highways for the bench. Insurance company informed of new bench. ELDC considering putting new dog bin at Tetney Lock due to increased demand suggested location on canal bank opposite pub. Clerk to ask Mr Fawcett to repair notice board at Tetney Lock.
 
i) To discuss annual Christmas Fair arrangements - Hall booked for 26th November, 3-7pm, with invites to local groups to go out end of September/early October. Cllr Fletcher to contact Mrs Donovan re Keeley Donovan and Peter Levy switching lights on and electrician to complete tree light check.

Thank you letter received from Ladies Fellowship thanking Council for donation.
Cemetery tap repaired  - awaiting invoice.
Headstone for Mr H Goodhand approved.
"Tetney" road sign missing on Thoresby Rd - Clerk to report.
Recycling area not necessary now kerbside card and paper is collected and glass can go in grey bins. Clerk to ask ELDC to remove glass recycling bins and to contact clothes bin suppliers and ask to remove them, request Highways to clean area to allow for parking for school parents. 
Stagecoach have reinstated no.50 bus through village after several complaints.
