Held at St. John's Methodist Chapel schoolroom on the 10th November 2022

90/22    CHAIR'S WELCOME
Cllr Lukehurst welcomed everyone to the meeting and explained the building was a no smoking venue and where the fire exits were located. 
                                             
91/22    APOLOGIES FOR ABSENCE
Apologies were received in advance from Cllr McMillan and Cllr Cruickshank due to work commitments. Proposed and seconded to accept apologies, all in favour. Resolved to accept apologies.

92/22   DECLARATION OF INTERESTS
To record declarations of interest by any member of the Council in respect of the agenda items
listed below. Members declaring interests should identify the agenda item and     
type of interest being declared. None.
To note dispensations given to any member of the Council in respect of the agenda items

93/22    MINUTES OF THE LAST MEETING held on 13th October 2022
Had been previously circulated. Proposed by Cllr Fletcher and seconded by Cllr Kerman to accept the Minutes. All in favour. Resolved to accept minutes. 
These be adopted as a true record".

94/22    OPEN FORUM 
2 residents reported 9 letters of objection had been sent to ELDC regarding planning application on Thoresby Lane. They were also arranging meeting with District Cllr McMillan to discuss the matter. Disintegrating footpath surface on corner of School Lane & Chapel Rd - Clerk to report. Trailer outside Willmers Corner has been removed.      

95/22    TO RECEIVE EXTERNAL REPORTS
a) ELDC - No report
b) LCC - No Report
c) Outside representatives – School Christmas fair on 13th December, 3-5pm, all welcome.


96/22    Parish Council Matters - To discuss matters relating to the village. 
a) To update on speed signs and posts - Clerk to chase up post installation contractor for quote, Cllrs to research other operators with streets work licences. Cllr McMillan purchased ladders for fitting the signs and a dongle for downloading the data. Immobile property agreements for 4 posts have been submitted to LCC Highways.

b) To discuss annual Christmas Fair arrangements and invites - Posters to be displayed from this week. Electrician to check lights next week. 15 stalls, Kitchen and Santa's grotto arranged. Guidelines to be given to Village Hall to pass to their users attending to showcase Village hall activities. Village Hall to supply names of attendees to parish council.
  
c) To discuss annual preventing loneliness Christmas meal arrangements and approve donation - Invites to be sent out end of Nov. Clerk to have meeting with Chapel representative next week to finalise invite list. Crown & Anchor at Tetney Lock have agreed to cook the meals again, price to be confirmed. Handmade Christmas cards to be donated by Chapel member. 


97/22    Extraordinary items
Agreed to reuse Remembrance wreath (subject to it being in good condition) next year to help environment and still give donation to British Legion. Cllr Lukehurst and Cllr Williams attended meeting with Victoria Atkins MP in Louth. Cllr Lukehurst, Cllr Williams and Cllr Winslow to attend emergency planning event in Lincoln organised by Philips66 on 8th December.

101/22    To resolve on whether the Council will move into closed session 
Council decided to go into closed session.

Clerks new pay scale discussed and approved including back pay owed.
