MINUTES OF A MEETING OF TETNEY PARISH COUNCIL
Held at St. John's Methodist Chapel schoolroom on the 13th October 2022

78/22    CHAIR'S WELCOME
Cllr McMillan welcomed everyone to the meeting and explained the building was a no smoking venue and where the fire exits were located. A 1 minute silence was observed in memory and respect of the Late Queen Elizabeth II who passed away on 19th September 2022.
                                             
79/22    APOLOGIES FOR ABSENCE
Apologies were received in advance from Cllr Cruickshank due to work commitments. Proposed and seconded to accept apologies, all in favour. Resolved to accept apologies.

80/22   DECLARATION OF INTERESTS

81/22    MINUTES OF THE LAST MEETING held on 25th August 2022
Had been previously circulated. Proposed by Cllr Fletcher and seconded by Cllr Winslow to accept the Minutes. All in favour. Resolved to accept minutes. 
These be adopted as a true record".

82/22    OPEN FORUM 
Residents complained about the new planning application for 6 dwelling on Thoresby Lane, council advised them to send separate letters of objection to ELDC. Complaint raised about kerbside grey recycling bin only being emptied once a month so less recycling is being done as grey bin is still full after 2 weeks. Purple bin for dry cardboard and paper lid design criticised for letting water into the bin.      

83/22    TO RECEIVE EXTERNAL REPORTS
a) ELDC - In process of moving from Manby to Horncastle. Surplus office furniture available to parish councils free to collect. New dog bin for Tetney Lock ready for installation. Notification of creation of footpath along canal bank at Tetney Lock. Any archaeological finds planning dept ask Heritage Lincolnshire if survey is needed and passed on to Heritage England if required.
b) LCC - Request made to move 30mph zone on Station Rd to Golf Club entrance. Bus service was cancelled then reinstated. Tetney and Nth Somercotes are highest users with timetables to be displayed and routes promoted. Poor communication between bus company and LCC.
c) Outside representatives – Village Hall committee offered thanks for opening toilets on football match days. Committee looking at changing room improvement options. FOTPS AGM held and new committee formed, halloween disco for pupils arranged, school christmas fair 13th Dec 3-5pm all welcome.


84/22    Parish Council Matters - To discuss matters relating to the village. 
a) To update on speed signs - Second speed sign has been paid for and is in production. First sign is up and working. 4 posts are needed for Thoresby Rd, Holton Rd, Humberston Rd and Station Rd as no suitable post available on the correct side of the carriageway. Clerk has applied for immobile property agreements from LCC Highways. Awaiting quote for installation of post by contractor with street works licence. Quotes for post (76mm x3.5m) £47.10, (76mm x 3m) £101.94/£54/£44.40 or (76mm x 2.5m) £47.10/£44.40. Agreed 3.5m posts needed at £47.10 each, proposed to buy 4 posts by Cllr Winslow, seconded by Cllr Fletcher, all in favour. Resolved to buy 4 posts for speed signs. 

b) To sign transfer deeds for cemetery extension - Deeds signed by Cllr McMillan and witnessed by D. McNally. Clerk to return signed deeds to B&G solicitors. Fallen tree in cemetery, Cllr Fletcher to contact tree surgeon to remove it. Clerk has created new updated cemetery plan.

c) To update on bench and bin at Tetney Lock - Bench and bin have been delivered, Geoff Fawcett has agreed to install at no charge. Insurance has been arranged.

d) To discuss annual Christmas Fair arrangements and invites - Invites sent out to village community groups, stall space available Cllr McMillan to put advert on facebook page asking  for residents with craft hobbies to apply. School asked to run switch on competition, 7 classes involved so prize fund to increase to £70 (7 x£10). Proposed to increase prize fund by Cllr McMillan, seconded by Cllr Lukehurst, all in favour. Resolved to increase prize fund to £70. Clerk to get gift cards. School choir to perform at 5pm with lights switched on after. PA system arranged for outside pub. Electrician booked to check tree lights.

e) To discuss annual preventing loneliness Christmas meal arrangements and approve donation - £250 proposed by Cllr Kerman, seconded by Cllr Williams, all in favour. Resolved to donate £250 to The Chapel preventing loneliness Christmas meal. Clerk to send out invites for dine at Chapel only, no deliveries. Agreed Crown & Anchor to be asked to supply meals again. Provisional date of 14th Dec to be confirmed with pub and chapel.

f) To approve donation purchase of £25 for Remembrance Day Wreath - Proposed to increase donation to £30 in line with increased costs by Cllr Lukehurst, seconded by Cllr Kerman. Resolved to purchase wreath. Clerk to order. Cllr Kerman to lay wreath.

g) To discuss re-selling cremation plots with no paperwork - Clerk to send letter informing family who think they have plots although no paperwork has been written or produced since clerk last wrote to them in 2014 regarding the lack of proof or documentation that plots will be sold to new owners.

h) To discuss/approve quote for chapel hedge maintenance work - 3 quotes sought, 1 quote received for £1500 to lower hedge back to original height, trim bushes at front of chapel and cut shrubbery at Jubilee Gardens. Proposed to accept quote by Cllr McMillan, seconded by Cllr Fletcher, all in favour. Resolved to accept offer. 

85/22    Extraordinary items
Phillips66 Resilience forum event to be held on 8th Dec, Cllrs to notify clerk of intent to attend.
Missing Tetney road sign and Best Kept Village sign to be replaced by Highways. 
Toilets to remain closed during half term to prevent vandalism.
No replies received from ELDC regarding removal of recycling bins at cross roads, Cllr McMillan to contact chief executive of ELDC directly.
