62/20 CHAIR’S REPORT

• Cllr McMillan welcomed the Councillors to the Zoom meeting. He explained the meeting was being held remotely due to the Coronavirus (Covid-19) pandemic and wished everyone with symptoms a speedy recovery, and reminded everyone to stay at home as much as possible. Cllr McMillan informed everyone of Cllr Hotchin’s decision to resign from the Council in September and thanked him for his service to the community and to the council.

63/20. APOLOGIES

• Apologies were received in advance from Cllr Kerman due to unavailability of equipment. Proposed to accept apologies by Cllr Fletcher, seconded by Cllr Hill. All in favour. Resolved to accept.

64/20. DECLARATION OF INTERESTS

a) To record declarations of interest by any member of the Council in respect of the agenda items listed below. Members declaring interests should identify the agenda item and type of interest being declared. None

b) To note dispensations given to any member of the Council in respect of the agenda items listed below. None

65/20. MINUTES OF THE PREVIOUS MEETING

• Had been previously circulated. It was proposed by Cllr Hill and seconded by Cllr Lukehurst to accept the Minutes. Resolved to accept minutes. These be adopted as a true record’.

66/20. To receive reports from outside bodies

ELDC – Promoting contacting neighbours if having Bonfire Night fireworks to allow residents to prepare pets or livestock.

Consultation on Council Tax 1/10 – 6/11/2020 for financial year 2021/22, Visit website to give views.

Some caravan parks on coastal zone to be allowed to open for 12 months. Sites to comply with strict regulations.

ELDC Councillor Grant - £1000 available.

LCC - Local government reorganisation has been pushed back by central government.

All households to receive a purple wheelie bin for paper and cardboard by 2023.

Other bodies – Wreath to be ordered for Remembrance, Cllr Hill to lay it. Proposed Cllr McMillan, seconded Cllr Winslow.

Chapel room hire donation for Sept – Dec to be made. Proposed by Cllr Hill, seconded by Cllr McMillan. All in favour.

Village Hall – Toilet alterations to begin Nov 2020. Existing toilets to be refurbished, front door area to become disabled toilet, Emergency exit to be sited further along from existing front door. Main entrance to be from the annexe door. Hard-core coming from Orsted to extend the car park. Hall to remain closed until at least January. Alterations to be paid for out of reserves and funding to be sought for new kitchen.

67/20 Christmas Fair

It was agreed to cancel the fair and light switch on due to current restrictive measures in place for Covid 19. Lights to be turned on and off by Mr R Fletcher. Cllr Fletcher to arrange an electrician to check the tree lights. Competition to be run in school to design a Christmas Jumper. Cllr McMillan to put on Tetney Facebook page that fair cancelled.

68/20 Toilets

It was resolved to keep the toilets closed until April. Caretaker to continue checking toilets weekly and paid in full. A skylight was stolen from the roof, Clerk arranged replacement.

69/20 Meeting dates

November meeting to be held on Wednesday 25th November2020.

70/20 Co-option of Councillor

Application for co-option from Ms Helen Blagg. Cllr McMillan proposed, seconded by Cllr Winslow to co-opt Ms Blagg onto the Parish Council. Clerk to send all paperwork to Ms Blagg to be signed and returned.

71/20 Open Forum

Memorial bench in cemetery has become unsafe, Clerk to contact the family and advise it needs to be removed, replaced or repaired within 28 days or the Council will remove it. Cllr Fletcher to place warning tape around the bench to prevent use.

72/20. Future dates

Wednesday 25th November 2020

Thursday 14th January 2021

Thursday 11th February 2021, in the Chapel school room at 7.30pm

73/20 COUNCIL’S OPTION OF CLOSED SESSION

Council decided not to go into closed session. Meeting finished at 8.35pm.
