10/20 CHAIR’S REPORT

• Cllr McMillan welcomed the Councillors and member of the public to the meeting and explained that the meeting had been called as there had been insufficient time at the scheduled Parish Council meeting to discuss certain items .He outlined where Fire exits and extinguishers were situated, where to assemble in an emergency, that the building was a “No smoking” establishment and that the Council policy folder was available at the rear of the room.

11/20. APOLOGIES

• Apologies were received in advance from Cllr Maynard, due to ill health and from County Councillor McNally due to other commitments. Proposed to accept apologies by Cllr Hill, seconded by Cllr Winslow. All in favour. Resolved to accept. Special dispensation not to attend meetings was proposed for Cllr Maynard on health reasons. All in favour. Resolved to give Cllr Maynard 6 months dispensation not to attend.

12/20. DECLARATION OF INTERESTS

a) To record declarations of interest by any member of the Council in respect of the agenda items listed below. Members declaring interests should identify the agenda item and type of interest being declared. None

b) To note dispensations given to any member of the Council in respect of the agenda items listed below. As per constitution dispensation given to all Cllrs for item 16/20

13/20. MINUTES OF THE PREVIOUS MEETING

• Had been previously circulated. It was proposed by Cllr Hill and seconded by Cllr Lukehurst to accept the Minutes. Resolved to accept minutes. These be adopted as a true record’.

14/20. OPEN FORUM

15/20 CO-OPTION OF COUNCILLOR

• Mr Kerman applied to the Council. Application letter was read out. Cllr Hill proposed, seconded by Cllr Fletcher to co-opt Mr Kerman onto the Parish Council. Cllr Kerman joined the Council immediately after obligatory forms were completed and signed.

16/20 PRECEPT

An increase of £250 was proposed by Cllr McMillan, seconded by Cllr Hill. All in favour. Resolved to increase the precept to £18,000.

17/20 ALLOTMENT RENT REVIEW

Cllr Kerman declared an interest. All agreed to keep the rent the same at £22 per full plot and £11 per half plot. Resolved to keep rent the same.

18/20 CEMETERY FEES REVIEW

All agreed to increase all fees by £5 except for the resident cremation fee which is to stay the same. Resolved to increase fees by £5 with exception of resident cremation plot.

21/20 Extraordinary items (for information purposes only)

-Village hall has been booked for the Christmas fair on Saturday 28th November 2020.

- Clerk to contact Highways to ask for 2 verges opposite shop to be tarmacked.

- Entrance to the school needs resurfacing.

- Pothole to be reported on corner of Thoresby Rd/Church Lane.

- Grass verge opposite Fairburn development destroyed by lorries turning into development.

- Tetney Lock Rd from crossroads to Phillips66 westbound carriageway subsiding.

- Mobile speed sign may be available after 17/1/20 depending if another PC refuses it.

- Street light columns to be identified for mobile speed sign locations.

- Cllr Hotchin proposed paying £300 for the speed sign, seconded by Cllr Hill. All in Favour. Resolved to pay £300 for speed sign if available.

- Citizen advice Bureau donation request. Cllr Fletcher proposed £30, seconded by Cllr McMillan. All in favour. Resolved to donate £30 to CAB.

- Headstone application for Des Clark approved.

- Jet and camera team on Town Rd inspecting the drains. Collapsed drain found on Station Rd

- Lindsey Marsh Drainage Board to be asked to check all dykes to Tetney Lock.

- Christmas lunch held at Chapel funded by Chapel members and donation from Spar.
