25/20 CHAIR’S REPORT

• Cllr McMillan welcomed the Councillors and member of the public to the meeting. He outlined where Fire exits and extinguishers were situated, where to assemble in an emergency, that the building was a “No smoking” establishment and that the Council policy folder was available at the rear of the room.

26/20. APOLOGIES

• Apologies were received in advance from Cllr Winslow, due to other commitments. Proposed to accept apologies by Cllr Hill, seconded by Cllr Fletcher. All in favour. Resolved to accept.

28/20. MINUTES OF THE PREVIOUS MEETING

• Had been previously circulated. It was proposed by Cllr Lukehurst and seconded by Cllr Kerman to accept the Minutes. Resolved to accept minutes. These be adopted as a true record’.

30/20 Clerk’s report on matters outstanding

• Sent in precept
• Amended contact list
• Reported school entrance resurfacing (ref 364241), verges opposite shop tarmacking (ref 364242), pothole on Willmer’s corner (ref 364242), destroyed verge on Station Rd (ref 364245), Tetney Lock Rd subsiding (ref 364247).
• Sent headstone approval back
• Updated and circulated cemetery fees
• Sent allotment rent letters.

31/20 To receive reports from

a) ELDC – The planned move of Council offices to Horncastle to go ahead despite complaints received. ELDC have taken over the housing list from Waterloo/Platform Housing group. Drain camera survey on Town Rd completed, min cost to complete work £40-45,000 or to renew pipework £75-80,000 as no-one has suffered internal flooding this work will NOT be completed.

Landowner of blocked dyke on Hoop End refuses to unblock it, ELDC will do work and seek to recoup cost from landowner. Norburns and neighbour on Station Rd were internally flooded in November however they have gone direct to insurance company and not informed the authorities. Tree Preservation Order on Thoresby Rd has been made permanent.

b) LCC - New LCC website to promote healthy lifestyle now active. £14m efficiency savings made in budget of which £4m to go to pothole repair. Local authority carers visiting rural properties to be given 30 min slots rather than 15 mins. Carers group meets at St Barnabus in Louth on last Wednesday in month. Century of Valour display at The Collection in Lincoln. New LCC mobile friendly website now live.

33/20 Parish Council matters

a) Tetney Lock – No report.

b) Village Hall/Toilets – Orsted cleared the car park drain, and have been asked if they could fill pothole outside the toilets. Clerk mentioned that she is still getting contacted by the public trying to book the hall and suggested a website with on line booking facility and a back-up booking system.

c) Cemetery, Chapel and Jubilee Gardens – Contractor has confirmed no price increase for coming year, Cllr Hill proposed to renew contract, seconded by Cllr Hotchin, all in favour. Headstone approval for Kirk. Quotes received for removal of remaining mound, levelling and grass seeding for £640 and £555. Vote taken, second quote to be actioned. Jubilee gardens trees to have programme of work undertaken. Quotes to be sought. New Union Jack flag to be purchased.

d) Allotments – Rent letters sent out. 1 full plot and 2 half plots still to be renewed.

e) Footpaths, roads, trees, lighting and fly tip – Mobile interactive speed sign sold to another Parish Council, to approach North Cotes for joint ownership of new sign with funding help from the Councillor grant in April. Staves Ct to Cedar Park dyke cleared. Clerk to report dead tree outside Keibarr, Town Rd. Truncated light column outside 21 Fourways to be reported.

f) Dog foul, litter bins, benches and notice boards – No report.

g) Correspondence and website – All agreed to purchase 100 stamps. Current website to be discontinued, new website hosted by LCC will be effective from March 2020. Clerk to attend website training on 13th March. Parish Councillors asked to judge World Book Day competition at School. Orsted holding an Archaeological finds day at Bannatyne Health Club, Humberston Ave, 23rd March, 2pm – 7pm.
