39/20 CHAIR’S REPORT

• Cllr McMillan welcomed the Councillors and member of the public to the meeting. He outlined where Fire exits and extinguishers were situated, where to assemble in an emergency, that the building was a “No smoking” establishment and that the Council policy folder was available at the rear of the room.

40/20. APOLOGIES

• Apologies were received in advance from Cllr Hotchin and Cty Cllr McNally due to other commitments. Proposed to accept apologies by Cllr McMillan, seconded by Cllr Lukehurst. All in favour. Resolved to accept.

42/20. MINUTES OF THE PREVIOUS MEETING

• Had been previously circulated. It was proposed by Cllr Hill and seconded by Cllr Fletcher to accept the Minutes. Resolved to accept minutes. These be adopted as a true record’.

43/20. OPEN FORUM

Mr Buckenham Chair of North Thoresby Parish Council attended to see if we had joint concerns or interests. He spoke about planning matters, emergency plans and neighbourhood development plans.

• Reported potholes on slip Rd of A16/Station Rd Junction (ref 368994)

45/20. To receive reports from

a) ELDC – Refuse bin collection days altered to Monday from April, new calendars sent out. Youth Markets on Sat 16th May in Louth and Sat 25th July in Horncastle, stalls are free for young people to run. Great British Spring Clean, 20/3-13/4. ELDC supply bags and pickers.

b) LCC - No report.

c) Outside representatives – Parish Councillors judged World Book Day wooden spoon competition at school. FOTPS annual Easter Bingo on 28th March eyes down 4pm. Cllr Hill proposed £20 donation, seconded by Cllr Lukehurst. All in favour.

47/20 Parish Council matters

a) Tetney Lock – No report.

b) Village Hall/Toilets – Orsted not able to help with filling potholes at entrance to village hall. Children seen climbing on top of storage containers again.

c) Cemetery, Chapel and Jubilee Gardens – Headstone approvals for Mr Green and Mr Collins.

d) Allotments – All allotments let and all paid.

e) Footpaths, roads, trees, lighting and fly tip – Cllr McMillan had a meeting with residents of Thoresby Rd regarding development work on Golf Club site. Cllr McMillan has contacted Lincolnshire Land Developers and needs to follow up with them about the traffic lights, damaged grass verges and mud on the road.

Large pothole opposite Fairburn development on Station Rd and mud isn’t being cleared off road just moved around.

Tetney Lock Rd subsidence between Crossroads – Hoop End corner 50cm section, Hoop End to New Delights 10-12ft by 9-10in section subsiding and New Delights to Phillips66 4x large potholes approx. 12-18in diameter by 3-4in deep. Pothole opposite Tetney House 30cmx15cm. Clerk to report.

f) Dog foul, litter bins, benches and notice boards – 75th VE Day commemorative bench discussed. All in favour of moving millennium bench in Market Place to cemetery and siting new bench in its place. Cllrs to view similar bench at Holton Le Clay.

g) Correspondence and website – Orsted archaeological event cancelled due to Coronavirus. Clerk to attend website training on 13th March.

Cllr Hill to research Emergency planning training course.

Cllr Hill proposed authorising the Clerk to decide Money Market account interest rate, seconded by Cllr Winslow, all in favour. Clerk to amend Standing Orders.

To decide on future meetings going ahead following guidelines from government and LALC regarding Coronavirus outbreak.
