78/24 CHAIR'S WELCOME
Cllr McMillan welcomed everyone to the meeting. He explained the building was a no smoking venue and where the fire exits were located.
79/24 APOLOGIES FOR ABSENCE
Apologies were received in advance from Cllr Taylor due to other commitments. Proposed to accept apologies by Cllr Winslow and seconded by Cllr Coles. All in favour. Resolved to accept apologies.
80/24 DECLARATION OF INTERESTS
a) To record declarations of interest by any member of the Council in respect of the agenda items
listed below. Members declaring interests should identify the agenda item and
type of interest being declared. None.
b) To note dispensations given to any member of the Council in respect of the agenda items

81/24 MINUTES OF THE LAST MEETING held on 12th September 2024
Had been previously circulated. Proposed by Cllr Fletcher and seconded by Cllr Kerman to accept the Minutes. All in favour. Resolved to accept minutes.

82/24 OPEN FORUM
83/24 TO RECEIVE EXTERNAL REPORTS
a) ELDC - Age UK petition asking Government to reverse decision on stopping the Winter Fuel Allowance to all pensioners (except those on Pension Credit) has been received and circulated to all Cllrs, who if in agreement are asked to sign it. Petition to also be put on village social media.
b) LCC - Cllr McNally was not present, his report was presented by the Chair. Cllr McNally had a site meeting with an officer from LCC Highways regarding the state of footpaths within the village. The Parish Council were not informed or invited to the meeting. Cllr McNally and the officer agreed that the footpaths would be resurfaced but no timescale was given. They also discussed the possibility of the no.51 bus coming through Tetney. They agreed to ask Stagecoach to do financial costings for this. A footpath to Holton-le-Clay was discussed also.
c) Outside representatives – Quiz night with jacket potato supper, St. John's Chapel Tuesday 22nd October, 7pm and Bingo evening, 12th November, 7pm, St. John's Chapel. Annual harvest weekend raised £575 towards maintenance for the self-funding chapel.
FOTPS AGM - new committee formed, annual events planned for halloween, valentines and easter. Christmas fair to be held on Friday 29th November from 3.30pm.
St. Peter's & St Pauls Church are holding a ceilidh on Friday 11th October.
Cllr Lukehurst thanked everyone who has donated scrap this month, £350 raised for FOTPS.
Village Hall committee holding a cleaning and painting day open day with everyone welcome to see inside the hall and all of the improvements. Saturday 23rd November.
Lincolnshire Wildlife Park holding a free Golden Oldies event for over 65's, Wednesday 4th December, 12-3pm, limited spaces so call to book place. For over 65's.
84/22 PARISH COUNCIL MATTERS
a) To discuss moving the flagpole within Jubilee Gardens - All agreed to move flagpole to the right away from the trees to allow the trees to grow without the need to constantly trim them. Resolved to move the flagpole. Clerk to get quotes.
b) To discuss Christmas fair - Hall booked for Saturday 30th November, stallholders to arrive at 3.15pm, lights switched on at 5pm with fair to start immediately after. Letter to school asking for pupils to design a christmas tree with £10 prize per year group awarded. Proposed to award 7x £10 prizes by Cllr McMillan, seconded by Cllr Winslow. All in favour. Resolved to award 7x £10 prizes. Cllrs Winslow and Coles to judge competition entries. School choir to perform inside the hall at 6pm. Cllrs agreed to award the kitchen to Chapel and Santa to Brownies. Electrician booked for tree light check.
c) To discuss grounds contract - Cllrs agreed to review schedule of work and add an annual review of the work provided and monitoring of performance with possible financial penalties or termination of contract. Cllr McMillan proposed to review and adjust schedule and contract with addition of financial penalties/termination, seconded by Cllr Fletcher, all in favour. Resolved to review schedule and contract.
d) To discuss closure of public toilets - Deferred to future meeting.
e) To approve £25 donation to Royal British Legion for Remembrance Wreath - Cllr Coles proposed to re-use previous wreath to support environment and to give £25 donation as usual, seconded by Cllr Kerman. All in favour. Resolved to donate £25 and re-use previous wreath. Cllr Kerman to lay the wreath on Remembrance Sunday and again on Remembrance day subject to the school attending.

86/24 EXTRAORDINARY ITEMS (for information purposes only)
Litters bins have arrived and awaiting installation. Cllr McMillan to ask North Cotes PC if they would like the old green bins.
Christmas meal - The Plough to be asked for a price for the meal. Clerk to meet with Mrs Knudsen re invitees and available dates.
A sign has been placed at the allotments informing people not to flytip garden waste.
