MINUTES OF A MEETING OF TETNEY PARISH COUNCIL
Held at St. John's Methodist Chapel schoolroom on the 11th January 2024

1/24 CHAIR'S WELCOME
Cllr McMillan welcomed everyone to the meeting and wished everyone a happy and healthy new year. He explained the building was a no smoking venue and where the fire exits were located. The Council's thoughts and condolences were given to the family and friends of the father and son who passed away in an accident on Tetney Lock Rd last weekend.  
                                             
2/24 APOLOGIES FOR ABSENCE
Apologies were received in advance from County Cllr McNally due to other commitments. 

3/24 DECLARATION OF INTERESTS
a) To record declarations of interest by any member of the Council in respect of the agenda items
listed below. Members declaring interests should identify the agenda item and     
type of interest being declared. Cllr Fletcher declared an interest in agenda item 8/24e.
b) To note dispensations given to any member of the Council in respect of the agenda items  
listed below. Dispensations given to all Councillors as per the Standing Orders regarding agenda item 8/24d. 

4/24 MINUTES OF THE LAST MEETING held on 9th October 2023
Had been previously circulated. Proposed by Cllr Fletcher and seconded by Cllr Kerman to accept the Minutes. All in favour. Resolved to accept minutes. 
"These be adopted as a true record".

5/24 OPEN FORUM 
None.

6/24 TO RECEIVE EXTERNAL REPORTS
a) ELDC - Green bin subscription active. £50 for 21 collections. Areas of Outstanding Natural Beauty (AONB) have been renamed "National Landscapes" from November 2023. Enforcement case been launched into the public footpath on Holton Rd which should have been created as per the planning approval for the development.
b) LCC - Highways funding for of £4.92m in 2023/24 and another £4.92m in 2024/25 has been allocated to LCC from the cancellation of the HS2 scheme. Devolution of Greater Lincolnshire consultation events being held throughout Lincolnshire between 9-25 of January. Funding opportunities from Tesco Stronger start with grants up to £1500 available, Co-op have re-opened Community Dividend Fund with grants between £100-£3000 available for community projects. ASBO enforcement joint action scheme with the Police has seen drop in a stages 2-5 being needed with stage 1 (an advice letter) being so successful.  
c) Outside representatives – No report.

8d) To discuss and approve the Precept - Financial figures previously circulated. Vote taken to increase precept to £32,500, an increase of £1.34 per month for Band D property, 4 in favour, 2 against. Resolved: To increase precept to £32,500. Clerk to inform ELDC.
 
7/24  Co-option of Councillor - Application for co-option received from Mr Michael Anderson and Mr Richard Coles. Proposed and seconded to approve co-option. Resolved: To co-opt Mr Anderson and Mr Coles onto the Parish Council. Declarations of Office was signed by both co-optees and Clerk gave further paperwork to both to complete and return. Cllr Anderson and Cllr Coles joined the Council immediately.

8/24 PARISH COUNCIL MATTERS - 
a) To review Christmas fair - A successful event with large amounts raised for the village groups. Hall booked for next year on Saturday 30th November 2024, 3-7pm.  
b) To review Preventing Loneliness Christmas Meal - A successful event with 31 meals served. St John's Chapel hosted and financed through grants from District Cllr McMillan (£300) and the Parish Council (£103 + £90 for small gift each), Crown and Anchor at Tetney Lock provided the meal and handmade cards from a Chapel member were given out. Spar shop donated drinks and accessories.
c) To update on asking Village Hall Committee about transferring public toilet ownership to them - Cllr McMillan to attend Village Hall meeting next week.
d) To discuss and approve Annual precept - See above.
e) To review and approve cemetery fees and regulations - Cemetery fees previously circulated. Proposed and seconded to increase all fees by £15 except burial/cremation exhumations to increase by £450/£350 respectively, vote taken 6 in favour, 1 abstention, 1 declared interest. Resolved: to increase cemetery fees by £15/£350/£450. 
f) To review, discuss and approve allotment fees - Allotment fees previously circulated. Cllr Coles declared an interest as his wife is an allotment holder. Proposed to increase fees to £30/£15 for a full/half plot respectively. New contracts to go out at end of January. 1 tenancy not to be renewed as no work has been carried out for the last year. 7 people on waiting list. Resolved: To increase allotment fees to £30/£15.
g) To approve headstone for Richardson - Application for replacement headstone for the late Mr Basil and Mollie Richardson approved.

Proposed to accept finances by Cllr Kerman, seconded by Cllr Lukehurst, all in favour. Resolved: To accept finances.                


10/24    EXTRAORDINARY ITEMS     (for information purposes only)    
Clerk has spoken with Stagecoach insurance, they are willing to pay for the third set of damage to the Market Place posts, Clerk has asked G. Fawcett to repair and add to second invoice. Cllr McMillan to ask Stagecoach for a site meeting at the Market Place to discuss alternate routes. 
All Parish Council grit bins have been refilled, no more salt left until autumn. Clerk to send letter of thanks to Mr Holden for filing the bins and acknowledge him in Village Voice. Graffiti has been removed from the bus shelter and Chapel cutting litter bin by the PRIDE team, thanks has been given. All Councillors need to reply to the planning applications so the Clerk can collate and submit the comments. Public footpath between Mill Race and New delights reports users suffering abuse from a homeowner for using the path, Clerk to contact Cllr McNally and LCC Countryside re putting up clear signage and clarifying the route. Clerk to ask PRIDE team if they can clear weeds from public footpath running at rear of Westlands Ave to allow rainwater to flow into the field and stop the path flooding.
