MINUTES OF A MEETING OF TETNEY PARISH COUNCIL

Held at St. John's Methodist Chapel schoolroom on the 7th March 2024

27/24 CHAIR'S WELCOME

Cllr McMillan welcomed everyone to the meeting. He explained the building was a no smoking venue and where the fire exits were located. Cllr McMillan announced that Cllr Williams had resigned with immediate effect and offered thanks for her service. Clerk to send letter of thanks.

                                         

28/24 APOLOGIES FOR ABSENCE

Apologies were received in advance from County Cllr McNally due to other commitments. 

 

29/24 DECLARATION OF INTERESTS

30/24 MINUTES OF THE LAST MEETING held on 5th February 2024

Had been previously circulated. Proposed by Cllr Kerman and seconded by Cllr Coles to accept the Minutes. All in favour. Resolved to accept minutes. 

"These be adopted as a true record".

 

31/24 OPEN FORUM 

A volunteer from St John's Methodist Chapel attended and explained they were a self-funding registered charity who have to fund all repairs and maintenance to the 148 year old building themselves. She explained that the Chapel was the hub of the village with attendance at both the weekly and monthly community based events having increased three-fold since the pandemic. She asked if the PC knew of any funding or grants available to help them with the repairs and with funding further vital community events. The issue being that religious buildings are not eligible to apply for a lot of the funding streams. It was suggested they should approach the businesses in the area for help including Phllips66 and to ask on social media for local trades people if they can help with servicing and repairs etc. The Clerk and Cllr Lukehurst also offered to pass on any relevant grant funding opportunities they receive.   

 

32/24 TO RECEIVE EXTERNAL REPORTS

a) ELDC - Budget set with an increase of £4.95pa or 3.06% on a Band D property

b) LCC - No report.

c) Outside representatives – FOTPS holding an Easter bingo on Saturday 23rd March, 3pm, with fish and chip supper from village chip shop, tickets available from the school office. FOTPS have asked if the PC would donate Easter eggs as prizes. Proposed by Cllr McMillan to spend £25 on Easter eggs, seconded by Cllr Winslow, all in favour. Resolved: Clerk to purchase £25 of Easter eggs.

Cllr Fletcher attended a coffee morning held at the Chapel but arranged by a resident of Staves Court. It wasn't well attended and will not be run again. The £50 of donated tea, coffee and biscuits from Spar was given to the Chapel for their coffee mornings.

Cllr Lukehurst remotely attended the Police and Crime Commissioner presentation on road safety with various issues covered including fines issued for using phones whilst driving and no seatbelts detected from ANPR cameras. 

 

 

34/24 PARISH COUNCIL MATTERS - 

a) To update on new energy tariff for toilets - Clerk signed up for a 3 year fixed contract, standing charge 56p/day, unit rate 25p/kwh.

b) To discuss Land Developers Lincolnshire proposal for support for play area funds for village in lieu of play area on Station Rd - Proposal debated and proposed and seconded to write letter of support in principle to Land Developers Lincs relating to them building 2 sets of semi detached bungalows for the over 55's in place of a play area and donating money to the village hall committee for play equipment use only. The Village Hall committee have already agreed a figure and given their support. Vote taken 6 in favour, 2 abstentions. Resolved: to write letter of support in principle.

c) To select working group to consider cemetery regulations review - 5 Cllrs agreed to meet with the Clerk to review the cemetery regulations on Tuesday 2nd April, 10am, Chapel school room.

d) To consider request for headstone approval for Rose Baldwin - Application for a flat tablet style memorial received. This was refused on the basis that no flat tablet is permitted in the burial section. A compromise will be put to the applicant suggesting the same tablet can be used if it is fitted on a plinth at an angle similar to others already in the cemetery.

e) To inform on Money Market Account investment renewal figure - Clerk arranged a fixed 6 month investment at 4.17%.

Proposed to accept finances by Cllr Coles, seconded by Cllr Lukehurst, all in favour. Resolved: To accept finances.

 

 

36/24 EXTRAORDINARY ITEMS (for information purposes only)

Pride team contacted to clear waste from recent successful allotment tidy up event. Allotment holders have asked for a second tap to be installed, Cllr Coles to liaise with an allotment holder who may donate the materials and installation.

National Grid Grimsby to Walpole pylon consultation - Victoria Atkins MP has set up a survey on her website asking residents for their views on getting National Grid to look into an under sea option, PC to send letter of objection to National Grid regarding the pylons. The cost to tourism, agriculture, ecology, archaeology and the natural environment of the Wolds will be excessive. 

Vandalised flagpole door has been repaired by a resident and new rope has been ordered. Mr P. Hind has agreed to take over the role of flag raiser.

Councillor training for new and existing councillors to be held on 30th April via Zoom, Clerk to book all available councillors on. Cllr McMillan to attend Chair's workshop on 4th June via Zoom.

Council decided not to go into closed session.
