MINUTES OF A MEETING OF TETNEY PARISH COUNCIL
Held at St. John's Methodist Chapel schoolroom on the 12th September 2024

66/24 CHAIR'S WELCOME
Cllr McMillan welcomed everyone to the meeting. He explained the building was a no smoking venue and where the fire exits were located. 
                                             
67/24 APOLOGIES FOR ABSENCE
Apologies were received in advance from Cllr Taylor due to other commitments. Proposed to accept apologies by Cllr Kerman and seconded by Cllr Lukehurst. All in favour. Resolved to accept apologies. 

68/24 DECLARATION OF INTERESTS
a) To record declarations of interest by any member of the Council in respect of the agenda items
listed below. Members declaring interests should identify the agenda item and     
type of interest being declared. None.
b) To note dispensations given to any member of the Council in respect of the agenda items  
listed below.  None.

69/24 MINUTES OF THE LAST MEETING held on 13th June 2024
Had been previously circulated. Proposed by Cllr Fletcher and seconded by Cllr Coles to accept the Minutes. All in favour. Resolved to accept minutes. 
"These be adopted as a true record".

70/24 OPEN FORUM 
A Cllr had been informed that the Police had been called to the existing children's home in the village twice in the last week and once the week before due to the misbehaviour of the child/children housed there.

71/24 TO RECEIVE EXTERNAL REPORTS
a) ELDC - Cllr McMillan reported that he has a £2,000 community grant fund allocation and welcomes applications from village groups. The missing Tetney village sign will be replaced by LCC Highways however the Best Kept Village 2012 sign will only be replaced with a £50 contribution from the Parish Council. Cllr McMillan proposed and Cllr Coles seconded contributing to the purchase of the sign, all in favour. Resolved to contribute £50 towards the replacement Best Kept village sign. Clerk to arrange. 
Green algae has been reported in the sea at Sutton on Sea, the public can still enter the sea but should be aware of possible side effects.
2 petitions have been sent to ELDC Cllrs for circulation; sewage capacity in terms of population and a drainage petition. Both petitions to be added to the village face book page.  

b) LCC - Cllr McNally arrived at 8.05pm. LCC have awarded a grant of £52,000 to LRSN to support their work within the agricultural sector and mental health. An event is taking place on 28th September at Donna Nook with stalls and live music.
2 cases of blue tongue, which affects sheep, cows, llamas, alpacas and goats, have been confirmed in Lincolnshire.
LCC have signed a Scams and Victims charter which ensures people who have suffered from fraud and scams are dealt with correctly and are not made to feel as if they have allowed the scam to happen.
LCC are joining forces with Essex, Sussex, Suffolk, and Norfolk councils to fight the proposed National Grid Grimsby to Walpole pylon scheme.
Cllr McNally attended a Highways innovation day where new machinery, equipment and techniques were on display.
The re-use shop at Tattershall recycling centre is open again. Also NHS equipment such as walking sticks and frames can be dropped off at any recycling centre too.
Clerk informed Cllr McNally that the school contracted Stagecoach bus to Toll Bar had been over 45 minutes late on Monday 9th Sept, and the bus last term was regularly late by 10 minutes. Children have also been forced to stand on the return home on several days due to the bus provided not having enough seats. Cllr Fletcher also commented that students from Louth Academy and KEVIGS were now having to share a bus.
 
c) Outside representatives – The village hall committee are considering sourcing a small wind turbine for the hall to power the heating system.
St. John's Chapel are holding their annual Harvest coffee morning on Saturday 21st Sept at 10.30am and harvest supper with auction of produce being held on Monday 23rd Sept, tickets for the supper are available from Mrs Knudsen. All welcome to both events.


72/22 PARISH COUNCIL MATTERS
a) To review Scarecrow festival - There was a good turnout of scarecrows on a very rainy and windy weekend. All agreed to run the festival again next year on 5-6th July 2025.
b) To discuss new notice board and locations - Deferred to later date. 
c) To discuss buying new lime tree saplings to replace those on Town Rd - Clerk to look into free trees for parishes, the Woodland Trust and any other options. It was suggested that a tree planting ceremony could be arranged.  Cllr McMillan proposed to replace the Lime trees, seconded by Cllr Anderson, all in favour. Resolved: to replace the lime trees on Town Rd.
d) To discuss tree preservation orders - A map showing trees with current TPO's to be circulated to Cllrs then to be discussed at a future meeting.
e) To discuss trimming of Jubilee Gardens trees and ordering of new St George's flag - Clerk to obtain 3 quotes. Cllr McMillan proposed buying a new flag after the trees had been trimmed, seconded by Cllr Kerman, all in favour. Resolved: to purchase a new flag and get 3 quotes for tree trimming.

74/24    EXTRAORDINARY ITEMS      (for information purposes only)    
External audit has been completed and all final notices have been placed on the website.
Clerk to report damaged bollard at A16 junction.
Clerk to report public footpath sign broken on Inghams Rd.
Toilet leak has been checked by the plumber but further investigation needed.
Clerk to write advert asking for names to be put forward for Christmas meal invites.
