39/24 CHAIR'S WELCOME
Cllr McMillan welcomed everyone to the meeting. He explained the building was a no smoking venue and where the fire exits were located. Cllr McMillan informed the Council that the flagpole had been repaired and that Mr Hind was now able to raise and lower the flags.
40/24 APOLOGIES FOR ABSENCE
Apologies were received in advance from Cllr Coles due to other commitments. Proposed to accept apologies by Cllr Fletcher and seconded by Cllr Winslow. All in favour. Resolved to accept apologies. County Cllr McNally to arrive late.

42/24 MINUTES OF THE LAST MEETING held on 7th March 2024
Had been previously circulated. Proposed by Cllr Kerman and seconded by Cllr Stocks to accept the Minutes. All in favour. Resolved to accept minutes.

43/24 OPEN FORUM
No report.
44/24 TO RECEIVE EXTERNAL REPORTS
a) ELDC - No report.
County Cllr McNally arrived.
b) LCC - Holiday activities and meal support available for eligible children from 22/7/24 - 3/9/24. Household support fund - 60% being used for free school meals, 34% for ELDC vulnerable persons. HS2 monies to be reallocated, Lincolnshire should receive approx £250m over 5 years which will make a considerable difference to the county. Cllr McNally has for enviro-crimes to be highlighted with promotion of penalties for littering etc and residents being encouraged to report offending and easier ways of sending dash-cam footage as evidence. Proposals for new electricity cables, pylons and carbon capture infrastructure to be looked at by LCC cumulatively rather than singularly. Clerk raised issues with the new automated "bot" system, Impy, when trying to contact LCC. The system failed massively and needs to be re-evaluated. Clerk also reported the grass verge on A16/Station Rd needed to be cut to be told it was more complex than originally thought. Clerk also informed Cllr McNally about the contracted school bus from Tetney to Toll Bar often being late both going to and returning from the school, resulting in children getting late marks.
c) Outside representatives – FOTPS holding a summer festival on Saturday 13th July, 12-5pm. Singers, raffle, stalls, entertainment and BBQ.
A resident has organised for LIVES to demonstrate life saving CPR techniques and how to use a defibrillator on 23rd May, 7pm, Village Hall.
7 youths have been caught by Police and given warnings for climbing on the Village Hall roof.
45/24 CO-OPTION OF COUNCILLOR
Application for co-option received from Mrs Sarah Taylor. Proposed and seconded to approve co-option. Resolved: To co-opt Mrs Taylor onto the Parish Council. Declaration of Office was signed and Clerk gave further paperwork to complete and return. Cllr Taylor joined the Council immediately.
46/24 ANNUAL AUDIT RETURN - ANNUAL GOVERNANCE STATEMENT
Annual Governance statement was read out, agreed with and approved. Proposed to approve by Cllr Anderson, seconded by Cllr Fletcher, all in favour. Resolved to approve Annual Governance Statement.
47/21 ANNUAL AUDIT RETURN – ACCOUNTING STATEMENT (SECTION 2).
Accounts had been previously circulated. Accounts were approved and signed by the Chairman. Proposed to accept by Cllr McMillan, seconded by Cllr Fletcher, all in favour*. Resolved to accept and approve accounts. *Cllr Taylor had not seen the accounts previously having just joined the meeting therefore did not vote.
48/22 PARISH COUNCIL MATTERS
a) To approve new cemetery regulations - Effective from April 2024, regulations had been previously circulated. Proposed to accept by Cllr Fletcher, seconded by Cllr Lukehurst, all infavour. Resolved to accept the regulations. Clerk to laminate and put on cemetery notice board. Everyone buying an Exclusive Right of Burial will be issued with cemetery regulations as standard.
b) To discuss Scarecrow festival - 6th/7th July, no theme, Posters to be made and put on face book now, in notice boards and on telegraph poles from early June. School to be asked to inform parents and Clerk to speak with Mollie Shaw who has expressed an interest in helping to promote the event.
c) To discuss extension of Townspiece contract - All agreed to offer current tenant a 1 year extension for 2025-26 with an increase in rent to £250/year.
d) To discuss replacement of green litter bins. Clerk to get prices for new black bins to match existing bins and a streamlined bin for Market Place. Cllr McMillan to ask North Cotes PC if they would like any of the old bins.

50/24 EXTRAORDINARY ITEMS (for information purposes only)
Letter of thanks sent to Mr Dale Stocks for cemetery tree maintenance. New EROB forms created. Mr Geoff Fawcett (voluntarily) to ensure all bins are securely fixed. HMRC VAT refund applied for and received. Insurance pay-out received from Stagecoach bus company for repair of bus damaged posts and chains in the Market Place. The Good Councillors Guide is being reviewed and LALC are hoping to re-issue it later this year. PRIDE team have removed the rubbish from the behind the cemetery bin and 1 wheelie bin, Cllr Taylor to speak with the Contractor about the cutting of the hedges and bushes and general attention to detail. 5 Cllrs attended training delivered by LALC, feedback included too long-winded, repetitive and lacking content. Tetney Village Voice magazine has lost the printing funding from Phillips66 and the current editor is standing down, unless new funding and an editor is found the magazine will not be published again. The Clerk is not willing to take on the duties and making the editor a paid role rather than voluntary was discussed. Public footpath overgrown at the rear of Fourways and Northolme, Clerk to contact Mr Stockdale at LCC.
