103/19 CHAIR’S REPORT

• Cllr McMillan welcomed the Councillors and members of the public to the meeting. He outlined where Fire exits and extinguishers were situated, where to assemble in an emergency, that the building was a “No smoking” establishment and that the Council policy folder was available at the rear of the room. Cllr McMillan sadly informed the Council that Cllr Powell had passed away.

• A one minute silence was held to remember Cllr Tony Powell who passed away last week.

104/19. APOLOGIES

• Apologies were received in advance from Cllr Hill, Cllr Lukehurst, Cllr Maynard and County Cllr McNally due to other commitments. Proposed to accept apologies by Cllr Hotchin, seconded by Cllr Fletcher. All in favour. Resolved to accept.

106/19. MINUTES OF THE PREVIOUS MEETING

• Had been previously circulated. It was proposed by Cllr Fletcher and seconded by Cllr Winslow to accept the Minutes. Resolved to accept minutes. These be adopted as a true record’.

107/19. OPEN FORUM

A presentation was given by Mr Horner about his pre-application plans for the former scrap yard at New Delight’s. The Council would support the option of small business units on this site at this stage based on the evidence given in the pre-application plans.

108/19. CLERK’S REPORT ON MATTERS OUTSTANDING

• Put in planning comments.
• Wrote to LCC Highways re Holton Rd Closure.
• Replied to Mr Thornley re planning application.
• Gave Cllr Hill Saltfleetby PC contact details.
• Asked Contractor to cut Chapel hedge.
• Invited ELDC and Victoria Atkins to Oct PC meeting.
• Asked ELDC for information on Part Q planning applications.

109/19. TO RECEIVE REPORTS FROM REPRESENTATIVES FROM OUTSIDE BODIES

a) ELDC – British Food fortnight is 21st Sept – 6th October. Details of free market stalls for a day for food businesses via ELDC. Market stalls offering discounts. Councillor Community grant scheme has £500 available. North Cotes are holding a Car boot sale on 22nd Sept. North Cotes have a speed radar gun which they will share with Tetney. PC Precious will arrange training for surrounding villages. Cllr McMillan will update when training date is.

111/19 PARISH COUNCIL MATTERS

a) Tetney Lock – No report.

b) Village Hall/Toilets – No report.

c) Cemetery, Chapel and Jubilee Gardens – Harvest weekend at Chapel, Sat 14th flower blessing and concert with Charlotte at 7pm, Sunday 15th Harvest service at 6pm, Mon 16th Sept Harvest supper and auction of produce at 7pm.
Cllr McMillan asked Mr Mager if his digger driver could remove the remaining mound of soil at the cemetery. The driver is uninsured on other land but he would allow access to the rear of the cemetery via his gateway on Tetney Lock Rd. Cllr Fletcher to contact Derith at Orsted to ask if they could move the mound as a community liaison project.

d) Allotments – Plot 10 has been re-rented after departure of previous tenant.

e) Footpaths, roads, trees, lighting and fly tip – 2 residents have been seen tarmacking a footpath on North End Cres. Cllr Hotchin to contact Jonathon Stockdale of LCC Countryside dept. to request a site visit to the public footpath between Stoney Way and North End Rd with a view to Mr Stockdale contacting residents to ask them to cut their hedges back to allow access along the footpath.

A Tree Preservation Order (TPO) has been added to 8 lime trees on Thoresby Rd.

Cllr Hill sent a report via Cllr McMillan about the mobile speed sign being sold by Saltfleetby PC. Following the report, Cllr Hotchin proposed buying a half share in the mobile speed sign with North Cotes PC for £300, seconded by Cllr McMillan, all in favour. Cllr Hotchin and Cllr McMillan to research street light columns for the sign to be sited on which is necessary for the LRSP survey. Clerk to contact North Cotes. Traffic Restriction Order deferred to November meeting.

f) Dog foul, litter bins, benches and notice boards – No report.

g) Correspondence and website – Website continuing to be updated. LALC AGM in October.

h) Christmas Fair – Fairy lights to be PAT tested. Sign to be arranged. Hall booked for 30th November. Cast members of Robin Hood and Babes in the wood panto booked to attend. Invites to go out.

A community defibrillator has been installed at the Spar shop funded by the Laura McPhee Trust. School staff have been given defibrillator training as part of their first aid training.

116/19. COUNCIL’S OPTION OF CLOSED SESSION

Council decided not to go into closed session. Meeting finished at 9.35pm.
