46/19 CHAIR’S REPORT

• Cllr McMillan welcomed the Councillors and public to the meeting. He outlined where Fire exits and extinguishers were situated, where to assemble in an emergency, that the building was a “No smoking” establishment and that the Council policy folder was available at the rear of the room.

47/19. APOLOGIES

• Apologies were received in advance from Cllr Lukehurst due to other commitments. Proposed to accept apologies by Cllr Maynard, seconded by Cllr Holden. All in favour. Resolved to accept.

49/19. MINUTES OF THE PREVIOUS MEETING

• Had been previously circulated. It was proposed by Cllr Hill and seconded by Cllr Fletcher to accept the Minutes. Resolved to accept minutes. These be adopted as a true record’.

50/19. PRESENTATION FROM LOUTH NAVIGATION TRUST

• 3 members attended, Chair, Secretary and committee member/regional representative of inland waterways. Trust’s aim is to get people using the canal by building 3 pontoons/jetty’s at Austen Fen, a midway point and Tetney Lock. It is not known who owns the land north side of Waithe Beck close to Coastguard Cottages. The Trust would like the Parish Council to acquire the land from the Land Registry then hand it over to the Trust. The Trust could acquire it by going through the District Council. It was suggested that a poster could be put on site asking who owns the land or for the Trust to contact the media and ask for the land owner to come forward. Further information was asked for regarding the logistics of acquiring the land and the responsibilities involved. Tetney Lock residents need to be consulted as there will be an increase in traffic and people to the area.

52/19. CLERK’S REPORT ON MATTERS OUTSTANDING

• Complete accounts.
• Sent email to fly poster address.
• Checked grit bin levels.
• Handed election nomination papers in.
• Contacted Highways to ask for Holton Rd to be removed from the Orsted traffic management plan. (ref 4120688)
• Reported streetlight ELDC 49 (ref ELC 1837944)
• Informed ELDC of suggested street name for Golf Club site, “Thoresby Lane”.
• Invited Louth Navigation Trust to next meeting.

53/19. TO RECEIVE REPORTS FROM REPRESENTATIVES FROM OUTSIDE BODIES

a) ELDC – Officially in Purdah before the elections in May.

b) LCC – No report.

c) Outside representatives – Cllr Fletcher reported that FOTPS raised £649 at their annual Easter bingo and thanks was offered for the donation.

55/19 PARISH COUNCIL MATTERS

a) Tetney Lock – No report

b) Village Hall/Toilets – Zip wire seat has been broken, hall committee informed.

c) Cemetery, Churchyard and Jubilee Gardens – Compliment received on how good the cemetery is looking from resident. Contractor charge to remain the same. Graves have been topped up as per regulations.

d) Allotments – Clerk to chase up final unpaid rent agreement.

e) Footpaths, roads, trees, lighting and fly tip – To continue asking for Holton Rd to be removed from Traffic Management Plan. Orsted 7 day working plan introduced but Parish Council not consulted, residents have complained about the noise on weekends and will be more difficult for HGV’s to travel through the village at weekends with more parked cars on the roads. Clerk to contact Orsted with complaint.

f) Dog foul, litter bins, benches and notice boards – Proposed notice board will fit on existing posts, 10 year guarantee, 2-3 weeks delivery. Other quotes looked at previously, Cllr Maynard proposed continuing with purchase, seconded by Cllr Hill, all in favour.

Cllr Maynard proposed donating the old notice board to the Chapel for restoration, seconded by Cllr Powell. All in favour.

g) Police matters and website – Cllr Hill has resigned from the Police Panel due to not being allowed to raise or discuss matters. Cllr Lukehurst did attend and circulated the minutes.

h) Louth Navigational Trust – See item 50/19.

i) Street name suggestions for Golf Club development – Councillors agreed to draw up a list of suggestions for the Clerk to submit.

j) To decide whether to move AGM date to Tuesday 7th May 2019 – Clerk to ask Chapel if available. Cllr Maynard proposed moving meeting due the Clerk being unavailable on Thursday 9th May, seconded by Cllr Fletcher. All in favour.

k) To discuss moving funds into Money Market account – Agreed to leave the funds in place at this time.

BBC Radio Humberside presenter walking 100 miles for Children in Need, stopping in Tetney on 16th May at 4.45pm, residents asked to welcome him as he arrives.
