61/19 CHAIR’S REPORT

• Cllr McMillan welcomed the Councillors to the meeting and thanked the Councillors for their continued commitment following the uncontested parish election. He outlined where Fire exits and extinguishers were situated, where to assemble in an emergency, that the building was a “No smoking” establishment and that the Council policy folder was available at the rear of the room.

62/19. APOLOGIES

• Apologies were received in advance from Cllr Powell due to other commitments. Proposed to accept apologies by Cllr Maynard, seconded by Cllr Lukehurst. All in favour. Resolved to accept.

63/19. DECLARATION OF INTERESTS

a) To record declarations of interest by any member of the Council in respect of the agenda items listed below. Members declaring interests should identify the agenda item and type of interest being declared. None

64/19. MINUTES OF THE PREVIOUS MEETING

• Had been previously circulated. It was proposed by Cllr Fletcher and seconded by Cllr Maynard to accept the Minutes. Resolved to accept minutes. These be adopted as a true record’.

65/19. OPEN FORUM

66/19. CLERK’S REPORT ON MATTERS OUTSTANDING

• Completed accounts and sent to internal auditor.
• Contacted ELDC re fly postering.
• Ordered and received new notice board.
• Put in planning comments.
• Contacted archives re Townspiece/ Brickpits documentation.
• Asked Environment Agency for location relating to drainage rates.
• Sent road name suggestions to ELDC.

67/19. TO RECEIVE REPORTS FROM REPRESENTATIVES FROM OUTSIDE BODIES

a) ELDC – Cllr McMillan (Independent) won the recent district election to become the District Cllr for Tetney, Tetney Lock and North Cotes. The independents have 11 seats and ELDC is still controlled by the Conservatives. Cllr McMillan informed the Council that he will be undertaking several mandatory training sessions over the next month. He thanked all the Parish Councillors and residents of Tetney, Tetney Lock and North Cotes who voted for, supported and helped him win the seat.

Cllr McNally arrived at 8pm.

b) LCC – Cllr McNally reported there would be a new director of Highways within the next few weeks as Andy Ratcliffe had now left LCC. The new interim manager for the East Division is Dean Myhill and East Division has been split into 2 further areas temporarily. Clerk to resend Holton Rd traffic management letter to Mr Myhill.

Verge grass cuts have been reinstated to 3 times per year.

Gulley clearance is now cyclical.

4 new pothole teams have been taken on.

Collaboration between all District and Town Councils to make what can be recycled to become uniform across the county.

68/19 PLANNING MATTERS

69/19 PARISH COUNCIL MATTERS

a) Annual Audit Return – Annual Governance Statement – Read out and approved by all Councillors.

b) Annual Audit Return – Section 2 - Reviewed by full Council and approved. Cllr McMillan signed the forms. Clerk to send relevant papers to auditor and upload documents to website as per compliance instructions.

c) Tetney Lock – No report.

d) Village Hall/Toilets – Broken zip wire seat will cost £500 to replace. Village Hall committee to discuss at their next meeting.

e) Cemetery, Churchyard and Jubilee Gardens – Several positive compliments received on how nice the cemetery, Jubilee Gardens and the Chapel are looking from residents. Clerk to pass on to contractor.

f) Allotments – Half plot rent now received.

g) Footpaths, roads, trees, lighting and fly tip – To continue asking for Holton Rd to be removed from Traffic Management Plan (see item 67/b).

Clerk to report pothole near Norburns on Station Rd. Graffiti in bus shelter at school, top surface disintegrating on Thorseby Rd, (Cllr McNally to look into it).

h) Dog foul, litter bins, benches and notice boards – Thank you letter received from St John’s Chapel for the donation of old notice board. Cllr Fletcher reported the bin outside school is broken. Cllr McMillan proposed buying a new metal bin, seconded by Cllr Hill. 6 in favour, 1 against. Clerk to order new bin. Notice board to be installed by next meeting. Chapel school room has been painted and boards for each hiring group to be fitted to walls. Cllr photos for the board and website to be taken at next meeting.

i) Police matters and website – Clerk to update with financial reports.

j) To discuss gesture to mark Cllr Holden’s retirement - Cllr Fletcher suggested stainless steel trowel with engraved inscription however stainless steel can’t be engraved. Suggestion made of fork and spade with metal inscription plaque inserted into shaft. Pearl coloured rose bush to represent 30 years’ service and a large bouquet of flowers. Cllr Hill proposed spending up to £100, seconded by Cllr McMillan. All in favour. Further options/suggestions to be made via email.
