89/19 CHAIR’S REPORT

• Cllr Hill welcomed the Councillors to the meeting and thanked the Councillors for their continued commitment following the uncontested parish election. He outlined where Fire exits and extinguishers were situated, where to assemble in an emergency, that the building was a “No smoking” establishment and that the Council policy folder was available at the rear of the room.

90/19. APOLOGIES

• Apologies were received in advance from Cllr McMillan, Cllr Maynard, Cllr Lukehurst and Cllr Hotchin due to other commitments. Proposed to accept apologies by Cllr Fletcher, seconded by Cllr Hill. All in favour. Resolved to accept. Cllr McMillan is also the District Councillor.

91/19. DECLARATION OF INTERESTS

a) To record declarations of interest by any member of the Council in respect of the agenda items listed below. Members declaring interests should identify the agenda item and type of interest being declared. None

92/19. MINUTES OF THE PREVIOUS MEETING

• Had been previously circulated. It was proposed by Cllr Fletcher and seconded by Cllr Powell to accept the Minutes. Resolved to accept minutes. These be adopted as a true record’.

93/19. OPEN FORUM

A resident attended to discuss and explain aspects of his planning application. Hard copies of the plans were displayed and discussed. Clerk to ask ELDC for particulars on a Part Q application.

94/19. CLERK’S REPORT ON MATTERS OUTSTANDING

• Put in planning comments.
• Asked Contractor for quotes for cutting public footpath verges.
• Invites Anglian Water to the meeting.
• Checked headstone dimensions.
• Informed Louth Navigation Trust the Parish Council will not purchase land on their behalf.
• Bought graffiti remover.

95/19. TO RECEIVE REPORTS FROM REPRESENTATIVES FROM OUTSIDE BODIES

a) ELDC – North Cotes Parish Council have been offered a second hand interactive mobile speed sign and have asked if we would like to share the cost (£300 each) and the unit. To be put on next agenda, Cllr Hill to contact Saltfleetby for more details on the unit.

The SO Festival begins on 30th August in Mablethorpe and moves to Skegness on 31st August and 1st September.

b) LCC – Holton Rd has been closed for utility works, traffic light system not in operation due to road being too narrow. Clerk to write to LCC, diversion route not practical.

Cllr McNally to chase up weight restriction sign on junction of North End Cres and Holton Rd. Weight restriction signs on Tetney Lock Road are not clearly visible – LCC won’t replace unless missing.

Site visit by Highways officer to footpath outside Willowside, Holton Rd, this to be put in scheduling works.

Traffic Restriction order to be put on next agenda for 30mph zone extension on Station Rd.

LCC stand at Lincolnshire show was very good for children and well attended.

LCC have been heavily involved in Wainfleet following recent flooding of properties. An independent review of LCC involvement being undertaken by an independent council for transparency.

Dinosaur display from the Natural History Museum being held at The Collection in Lincoln.

A Victorian extravaganza being held at Lincoln Castle over the summer.

c) Outside representatives – East Midlands Housing group which Waterloo Housing is part of is holding a scrutiny event at Newark Showground.

97/19 PARISH COUNCIL MATTERS

a) Tetney Lock – No report.

b) Village Hall/Toilets – Zip wire to be re-tensioned at the weekend.

c) Cemetery, Chapel and Jubilee Gardens – Further topsoil purchased to top up hazardous sunken grave. Contractor to be asked to reduce height of Chapel hedge to below window level.

d) Allotments – No report.

e) Footpaths, roads, trees, lighting and fly tip – Contractor has quoted £70 to strim 3 sections of public footpath from Chapel Rd to Inghams Rd. Proposed to accept Cllr Fletcher, seconded by Cllr Winslow, all in favour. To be cut on an “as and when” basis.

It was reported that parents are parking inconsiderately over drop kerbs and at junctions. Cllr Fletcher to ask the school to send a message to parents asking them to be mindful of where they park.

Council have been approached to allow business sponsorship of the Market Place tree grass. 3 Councillors against allowing sponsorship/advertising, 1 in favour. Clerk to inform the business sponsorship not allowed.

f) Dog foul, litter bins, benches and notice boards – New notice board on North End Rd has been installed. New bin has been installed and emptied outside school.

g) Correspondence and website – Website continuing to be updated.

Letter received objecting to planning permission N/178/01025/19. Clerk to reply stating letter received after planning deadline dateand Parish Council comments can be viewed on ELDC website.

Anglian Water have replied and will send representative to October meeting. Clerk to invite Victoria Atkins MP, Senior Planning Officer at ELDC, Paul Edwards and Cllr McNally to invite the Chairman of the Flood and Coastal committee.
