MINUTES OF A MEETING OF TETNEY PARISH COUNCIL
Held at St. John's Methodist Chapel schoolroom on the 30th September 2021

71/21    Chair's Welcome
    Cllr McMillan welcomed everyone to the meeting. He wished everyone with symptoms of Covid-19 a speedy recovery, and reminded everyone to stay at home as much as possible.   
                                       
                           
72/21    Apologies for absence
    Apologies were received in advance from Cllr Winslow, Cllr Lukehurst and Cllr Cruickshank due to other commitments. Proposed and     seconded to accept apologies, all in favour. Resolved to accept apologies.

73/21   DECLARATION OF INTERESTS
        To record declarations of interest by any member of the Council in respect of the agenda 
        items listed below. Members declaring interests should identify the agenda item and     
        type of interest being declared. None.
        To note dispensations given to any member of the Council in respect of the agenda items  
        listed below. None.

74/21    Minutes of the last meeting held on 6th July 2021
        Had been previously circulated. Proposed by Cllr Blagg  and seconded by Cllr Kerman to accept the Minutes. All in favour. Resolved to accept minutes. 
    "These be adopted as a true record".

75/21    Open Forum - None
      

76/21    Co-option of Councillor
    Application for co-option received from Mrs Patricia Williams (Trisha). Proposed and seconded to approve co-option. Clerk to gave paperwork to Mrs Williams to complete.

77/21    To receive reports from
     a) ELDC - Love your local market in Spilsby, Horncastle and Louth from 16th October - 30th October. Market trader of the year award     - vote on line now.
    b) LCC -  Afghan resettlement scheme, 130 families/people to be resettled in larger areas of Lincolnshire. CCG put in bid for funding to improve Lincolnshire hospitals including  Louth. Possible bus and school bus driver       shortages in coming months butcontingency plans in place. Some projects have been extended due to cost increases. Grass verge and footpath rota cuts discussed. 
    c) Outside representatives – 1st October MacMillan coffee morning at School 10-11am. New head teacher, Mr Chris Raynor. FOTPS AGM grant money from Tesco bags scheme to be used on front garden and defibrillator.               Halloween disco and christmas fair to be held.
       Orsted archaeology event at Healing Manor well attended. 6 skeletons found near trees on Humberston Rd, DNA testing to be done then skeletons transferred to museums and  universities. Evidence of salt mining                        between Tetney and Tetney Lock. Framed poster donated by Orsted to be displayed in Village Hall and unframed poster donated to school.  Orsted community engagement feedback form to be completed by Cllr Fletcher.
      
78/21    Cemetery extension - to update on extension
    Cemetery mound has been cleared by local developer Mr Dave Owen, who donated his time and machinery, thanks offered from the Parish Council for this. A ridge of mud has been left due to now cleared overhanging                    hedging. Contractor has spread topsoil and  grass seed. 
    Clerk has approached Mr Mager for further land as the 20ft offered is not much and it would be more cost effective for the Parish to have a larger portion when considering landscaping and solicitor fees. Clerk to chase Mr                Mager. Extraordinary meeting to be arranged to discuss extension landscaping and land drains. Clerk to contact Mr Petit from Colas regarding suitable paving around willow tree. Clerk to look for hedging grants.

79/21    Parish Council Matters - To discuss any matters relating to the village. 
                -To approve ordering Remembrance Wreath - Resolved: Clerk to order Remembrance Wreath
                -To discuss Market Place tree lights - New cable to be fitted and lights certified. Clerk to arrange meeting between contractor and Cllr Fletcher re Jubilee gardens bush trimming.
                -To discuss website Service Level Agreement - LALC offering website subscription, £20p/m to upload all documents, access support, advice and updates, £6p/m  for above except upload of documents, free                                        access to e-group peer support for all, website maintenance refresher courses via Zoom charged at usual training costs.    Resolved to wait and evaluate if needed.
                -To discuss/approve electronic receipt of payments. HSBC to charge £5p/m for account, 40p per cheque and 0.4% of value of cash deposited over counter. Resolved: to accept electronic receipt of payments, Clerk to                       add to Standing Orders.
                -To update on interactive speed signs - Street light column numbers confirmed for survey, donations from developers to be requested. Clerk to get sign prices.
                -To discuss Christmas meal donation to St. John's Chapel- Parish Council to work with Chapel to serve and deliver meals. £250 donation towards the meal,  proposed by Cllr Blagg, seconded by Cllr                                                   McMillan, all in favour. Resolved to donate £250 to Christmas meal project.
                -Townspiece rental renewal - Current tenant has passed away, sub-tenant to be invited to take over contract at renewal. Clerk to contact land agents for valuation.

    Proposed to accept finances by Cllr Fletcher, seconded by Cllr Kerman, all in favour. Resolved to accept finances.                    

81/21    Extraordinary Items      (for information purposes only)    
    Clerk advised as good practice councillors should have a dedicated council email address. All agreed to set up a new gmail account. Clerk to send instructions on how to do this.
    There has been a recent increase in non residents wanting burial plots in the cemetery and none have been deterred by the price of £1250, with space rapidly running out it was agreed to increase the cost of an outsiders plot         to £2500. Proposed and seconded, all in favour. Resolved to increase the outsiders burial plot fee to £2500.
