MINUTES OF A MEETING OF TETNEY PARISH COUNCIL
Held at St. John's Methodist Chapel schoolroom on the 6th July 2021

57/21    Chair's Welcome
             Cllr McMillan welcomed everyone to the first in person meeting of the council in 15 months due to the Coronavirus (Covid-19) global pandemic and wished everyone with symptoms a speedy recovery, and reminded                       everyone to stay at home as much as possible.   
             Cllr McMillan informed the Council that Cllr Hill had sadly resigned from the Council, he thanked Cllr Hill for all of his hard work and dedication to the community during his time on the Council and remarked that his                         input into council matters will be greatly missed.        
             A minutes silence was observed for Cllr Maynard who passed away in November 2020. 
            Cllr McMillan also welcomed Cllrs Blagg and Cruickshank to their first in person meeting as councillors having been co-opted on during a remote meeting earlier in the year.                                    
                                 
58/21    Apologies for absence
             Apologies were received in advance from Cllr Fletcher, Cllr Winslow and County Cllr McNally due to other commitments. Proposed and seconded to accept apologies, all in favour.  Resolved to accept apologies.

59/21   DECLARATION OF INTERESTS
            To record declarations of interest by any member of the Council in respect of the agenda 
            items listed below. Members declaring interests should identify the agenda item and     
            type of interest being declared. None.
            To note dispensations given to any member of the Council in respect of the agenda items  
            listed below. None.

60/21    Minutes of the last meeting held on 4th May 2021
            Had been previously circulated. Proposed by Cllr Kerman and seconded by Cllr Blagg to accept the Minutes. All in favour. Resolved to accept minutes. 
            "These be adopted as a true record".

61/21    Open Forum - None  

62/21    Election of Vice Chair
             Cllr Lukehurst was proposed and seconded and unanimously voted as Vice chair. Cllr Lukehurst accepted the position. Resolved Cllr Lukehurst to become Vice Chair.     

63/21    To receive reports from
             ELDC - ELDC formed a strategic alliance with Boston Borough Council to bringing working practices together and save money. A proposal to bring South Holland District Council into the alliance has gone                                                      before the Scrutiny committee.
             LCC -  Lincoln Castle is open again with a large screen cinema event taking place throughout the summer. On line booking system for the recycling centres (Tip) to end Aug/Sept.
             Outside representatives - New head master to start at the school in September. School Governor elections being held. Village Hall renovation now complete with new toilets, kitchen  and decor, curtains and blinds                            to be added before re-opening on 17th July.
    
64/21    Financial report
             Previously circulated. Proposed and seconded to accept finances. Resolved to accept finances.
    
65/21    Cemetery Extension update
             Mr Mager's solicitor fee for transfer of the land quoted at £850 + VAT = £1020, proposed to accept by Cllr Cruickshank, seconded by Cllr McMillan, all in favour, resolved to accept quote and move forward with                                 purchase. A quote from Beetenson and Gibbon solicitors has also been requested as our solicitors. Clerk to contact Mr Mager.
             Clerk approached a developer within the village and agreed for the mound to be levelled when he next had a digger on site.    
             Some metal flowerpots have been damaged at the cemetery, contractor to keep eye on it.

66/21    Parish Matters
             Toilets have been reopened in line with government guidance.
             All agreed to cancelling the annual Christmas fair due to the uncertainty surrounding future Covid-19 infections and restrictions.
             Bottle bank area very untidy, Cllr McMillan to inform ELDC, he will also suggest that recycle bins for glass are provided to households similar to West Lindsey and NE Lincs so the bottle bank recycle area can be removed               in the future.
            Suggestion to view the new shared ownership housing made, Developer to be contacted.
            Weight limit signs have been replaced on both ends of North End Crescent.
            Annual Audit exemption certificate has been approved by auditor.
            Overgrown nettles on public rights of way have been reported several times, LCC failed to inform the Council that the scheduled cutting service had been stopped and replaced with a  reactive, report as needed system.
            Application form and policy for new dog bins received, Cllr McMillan to complete. Locations to include Thoresby Rd entrance to new housing, Station Rd last lampost, re-siting bin at junction of Church Lane/Thoresby                       Rd to public footpath leading to Blow Wells. 
            Complaint received about speeding cars on Thoresby Rd, Clerk to contact LRSP to request Archer survey. Reactive speed signs discussed, clerk to research then Council to approach local developers to fund the                            purchase.
            Clerk's laptop needs replacing, proposed and seconded spending upto £600 including software. Designated powers given to Clerk to purchase.
