July minutes - DRAFT

There were 9 members of the public present. District Councillor McMillan was in attendance. County Councillor Robinson had given his apologies in advance and would be arriving to the meeting late. The Vice Chair chaired the meeting and welcomed everyone then explained it was a no smoking building and showed where the fire exits were located. The public session of the meeting opened at 7.15pm.

 

Public session
a) Comments/updates from members of the public - Holton Rd verge discussed at last meeting has been partial cleared by resident, Cllr Coles had stated previously he would look into getting it tidied. - Resident shocked that ELDC have rejected the need for a full environmental impact assessment for the land south of Garcia Rd. - Resident doesn't accept opinion of Lindsey Marsh Drainage Board representative about the Station Rd dyke and sought opinions from local farmers. He stated that the Clerk, District and County Cllrs should know who is responsible for the dyke and have not worked hard enough to find out the ownership. Asked why the allotment dyke can be cleared but not Station Rd dyke - Clerk advised the Parish Council is contractually obliged to maintain allotment dyke. - Resident raised transparency and accountability in planning discussions again and stated extensions should be sought so discussions could be held at meetings in front of the public instead of via emails. Worried that a big planning application will be received and won't be debated openly. 
b) Comments/updates from ELDC District Councillor Steve McMillan- Cllr McMillan spoke with the planning officer responsible for the "land south of Garcia Rd" environmental impact assessment (EIA) application. The development is NOT large enough to warrant a full EIA under ELDC criteria. Approx. 1000 house development would trigger a full EIA. Any issues that arise about the environment will be dealt with under normal planning regulations. 
c) Comments/updates from Lincolnshire County Councillor Bayleigh Robinson - Clerk informed the Council that Cllr Robinson would be arriving late, report deferred to later in meeting. 
d) Comments/updates from community groups - St. John's Chapel is holding a community breakfast serving bacon and sausage buns, croissants and cake on Saturday 25th July, 10.30am. All welcome.

Apologies were received by the Clerk in advance from Cllr Winslow, Cllr Coles and Cllr Moorby. Majority in favour of accepting reasons for the apologies. Resolved: To accept apologies.

70/26 MINUTES OF THE LAST MEETING held on 11th June 2026.

Had been previously circulated. Proposed by Cllr Fletcher and seconded by Cllr Kerman to accept the Minutes. All in favour. Resolved: To accept minutes.

71/26 MATTERS OUTSTANDING FROM PREVIOUS MINUTES

a) Holton Rd verge - Cllr Coles to tidy. b) Spring bulbs - Posters and info sheet created, budget to be discussed next meeting. c) Station Rd dyke report - Still awaiting, Clerk to chase up again. d) Allotment dyke clearance quotes - 1 received, advised to report culvert damage before starting any work, further quotes to be gained. e) Duke of Edinburgh awards thank you letter - letters sent to 2 teenage volunteers.

County Cllr Robinson arrived at 7.40pm 

Standing Orders suspended to allow Cllr Robinson to give report (see Public Session c)). Horticultural grants available from Stanley Smith Horticultural Trust, application deadlines Feb 2027. A1031 to close on 27/7/26 for 6-8 weeks for roadworks, diversions to A16, North Cotes to Marshchapel to get as much access as possible, road closure on weekdays but open on weekends when safe to do so. LRSP will allow speed indicator device post to be moved closer to corner following damage to fence on Thoresby Rd (see 72/26j). Executive committee has been asked to look into the Garcia Rd pumping station issues. Local Government reorganisation decision expected on 17/7/26 - new unitary council areas will be decided. Looking into having the Grimsby to Mablethorpe bus route extended. Advised that all incidents should be reported to the Police so accurate data is assessed. Cllr Robinson left at 7.55pm and Standing Orders were activated again.

 

72/26 PARISH COUNCIL MATTERS 

a) Public response to flower planters - positive feedback received but more needed, post to go on social media asking if planters are of benefit to the village and if more should be bought or not. Approval for Tetney Lock planter received. Planter at crossroads has been vandalised. 

b) New bank account - HSBC bank mandate updated to include Cllr Coles in preparation for switch to Unity Trust bank.

c) Email sent to ELDC planning department regarding Environmental Impact Assessment for land south of Garcia Rd - Not formal consultees but sent comments regarding need for full impact assessment based on concerns that agricultural land being used for housing and food security needs, ecology (loss of habitats and species), flood risk, drainage issues for whole village, negative visual impact on landscape, increased traffic flow, noise pollution, light pollution and archaeological heritage.

d) Village Hall request for public toilet access to be given to 3 football teams - Clerk to check with insurance company about liability for damage whilst toilets open for football. Key holder contract to be given to Village Hall chair. Cllr Evans proposed, seconded by Cllr McMillan to provisionally agree to allow toilets to open. All in favour. Resolved: To provisionally agree to open the toilets for football.

e) Village newsletter - Suggestion of working committee to be formed from village groups to look at producing village newsletter. Cllr Evans researched Royal Mail delivery charges - 1000 copies = approx. £200.

f) Proposal from grounds contractor to empty cemetery bin for additional £50 fee - Discussion took place. Cllr Evans proposed not accepting the extra cost, seconded by Cllr Anderson, agreed unanimously. Resolved: To reject offer to empty cemetery bin.

g) Grant application received from the village hall committee for £500 - Cllr Lukehurst did not take part in the discussion as he sits on the village hall committee. Proposed by Cllr Evans to donate £500 to village hall swings project, seconded by Cllr Kerman. All in favour. Cllr Lukehurst did not vote. Resolved: To donate £500 to village hall swing project.

h) Update from Cllr Evans regarding school involvement in community events - New head wants school to be the heart of the village. Consideration needs to be given to curriculum constraints when asking for pupil participation but with notice it can be blended into subjects within school. FOTPS to invite Cllr Evans to a meeting in autumn term and they have already presented the head with draft timetable of fundraising events for 2026/27. Significant proportion of pupils do not live in Tetney so may not want to attend events. Would want to be involved in a community calendar and newsletter. Not in favour of staff attending events at weekends. 

i) Approval for headstone for the late Tim Todd - Application approved. Resolved: To approve headstone application for the late Tim Todd.

j) Suggestion to move speed indictor device post on Thoresby Rd closer to the corner - LRSP suggested moving post closer to corner to slow traffic before the bend. Previous LRSP had refused for it to be closer to the corner. Device was in situ when latest car crashed into residents fence. LRSP will not fund moving the post. No evidence to suggest moving post for device closer to corner would slow traffic further. Clerk to contact Highways to ask for trees to be cut as overhanging speed device. Cllr Evans proposed leaving the post in situ and asking for trees to be cut back, seconded by Cllr Anderson, all in favour. Resolved: To leave speed post in place and ask for trees to be cut back.
