Held at St. John's Methodist Chapel schoolroom on the 19th January 2026.

1/26 CHAIR'S WELCOME
Cllr McMillan welcomed everyone to the meeting and wished everyone a happy new year. He explained the building was a no smoking venue and where the fire exits were located.
2/26 APOLOGIES FOR ABSENCE
Cllrs Winslow, Anderson and Kerman gave their apologies due to other commitments. Proposed to accept apologies by Cllr Fletcher, seconded by Cllr Lukehurst. All in favour of accepting the apologies. Resolved to accept apologies.
3/26 DECLARATION OF INTERESTS
a) To record declarations of interest by any member of the Council in respect of the agenda items
listed below. Members declaring interests should identify the agenda item and
type of interest being declared. Cllr Coles declared an interest in item 9c/26. Cllr Fletcher declared an interest in items 9d/26 & 9f/26.
b) To note dispensations given to any member of the Council in respect of the agenda items
listed below. Dispensation given to all Councillors with regard to item 7/26 as per the Council Standing Orders.
4/26 MINUTES OF THE LAST MEETING held on 13th November 2025
Had been previously circulated. Proposed by Cllr Fletcher and seconded by Cllr Coles to accept the Minutes. All in favour. Resolved to accept minutes.
"These be adopted as a true record".
5/26 OPEN FORUM
Residents asked for agenda to be on noticeboard and questioned lack of agenda on website - Clerk to arrange and investigate respectively. Residents held a meeting at Village hall in November about the possible development on the Golf Club. Minutes produced and circulated to all who attendees who gave email addresses. Planning portal is being regularly monitored, a further meeting to be arranged and advertised. Victoria Atkins MP had been contacted and would be providing feedback to the group. Cllr McMillan informed the residents that Thoresby Lane had been adopted by LCC.
6/26 TO RECEIVE EXTERNAL REPORTS
a) ELDC - Green waste bin subscription open, £55 for the year. ELDC have started to deliver small food waste caddies in line with govt. requirements. Housing related support service consultation has begun. £1200 still available in the Cllr Community grant scheme, all applications from community groups to be received by end of February.
b) LCC - Cllr Robinson unable to attend so report read out by Cllr McMillan. The A1031 between Tetney and North Cotes to be resurfaced and restructured in first quarter of new financial year. Spoken with the Executive for Environment about flooding and pumping station issues. Any more evidence would be helpful. Attended a coffee morning in Grainthorpe and will attend further coffee mornings in the area.
c) Outside representatives – Deadline for applications for the head teacher role was 16th Jan, hopeful a new Head will be recruited this time.
St. John's Chapel Valentine Coffee morning, Saturday 14th February, 10.30am, all welcome.
Tetney Dog Show on Saturday 25th April 2026, in aid of St. John's Chapel, 10.30 entry - 11am judging starts. 20 classes sponsored by local businesses. Refreshments, raffle, tombola and dog photographer. All welcome.
7/26 TO DISCUSS AND APPROVE ANNUAL PRECEPT
Financial figures previously circulated. Proposed to increase precept to £45,000 by Cllr McMillan, seconded by Cllr Coles. Vote taken, all in favour. An increase of 47p per month for a Band D property. Resolved: To increase precept to £45,000. Clerk to inform ELDC.
8/26 TO DISCUSS CO-OPTION OF MR TOM EVANS ONTO THE PARISH COUNCIL.
Application for co-option received from Mr Tom Evans. Proposed by Cllr Lukehurst and seconded by Cllr McMillan to approve co-option. Resolved: To co-opt Mr Evans onto the Parish Council. Declarations of Office was signed and Cllr Evans joined the Parish Council immediately. Further paperwork was given to Cllr Evans for completion and return to Clerk.
9/26 PARISH COUNCIL MATTERS.
a) To review Christmas fair - Low turnout from residents. Salvation Army Band was a highlight. Ideas on format to be discussed at February meeting.
b) To review Christmas meal - A successful event with 39 meals served. St. John's Chapel hosted and financed through grants from District Cllr McMillan (£500) and the Parish Council (£243), The Crown & Anchor at Tetney Lock provided the meal, everyone received a homemade Christmas cake, card and individual table arrangement donated by Mrs Coles, Ms Fitzpatrick and Mrs Hind respectively. The Spar shop donated drinks and accessories.
c) To review, discuss and approve allotment rent - Cllr Coles declared an interest and did not vote. Proposed by Cllr McMillan, seconded by Cllr Moorby to keep the fees the same, £30/£15 for a full/half plot respectively, all in favour. New contracts to go out end of January. 4 people on the waiting list. Resolved: To keep fees the same at £30/£15 respectively.
d) To review, discuss and approve cemetery fees - Cllr Fletcher declared an interest and did not vote. Cemetery fees previously circulated. Proposed by Cllr Moorby, seconded by Cllr McMillan to increase all fees by £10 and exhumations by £100. Vote taken, all in favour. Resolved: To increase cemetery fees by £10.
e) To review, discuss and approve purchase of replacement bulbs for Market Place tree - Proposed to order 15 lightbulbs in red, yellow, green, blue and orange by Cllr Coles, seconded by Cllr Lukehurst. All in favour. Resolved to order replacement bulbs.
f) To discuss and approve request for sponsorship of dog class (£25) at the village dog show in April - Cllr Fletcher declared and interest and did not vote. Cllr McMillan proposed, seconded by Cllr Coles to sponsor a class at the village dog show, all in favour. Resolved to sponsor a class at the dog show.
g) To discuss and approve waste removal signs for cemetery gates - Cllr Coles suggested formal signage at the cemetery asking visitors to remove all waste. Cllr Coles to obtain quotes for next meeting.
h) To retrospectively approve purchase of new laptop and Microsoft Office software - A new laptop was needed for the Clerk with Microsoft Office software purchased separately. Proposed retrospectively to purchase laptop by Cllr McMillan, seconded by Cllr Moorby. All in favour. Resolved to purchase new laptop and software.

12/26 EXTRAORDINARY ITEMS (for information purposes only)
Resident raised possible planning permission breaches at Paddock View, Holton Rd and Hoop End. Clerk informed Planning enforcement.
Resident asked if yellow zigzag lines could be installed on the corner of Hillstead Close and Humberston Rd due to cars being parked dangerously at school pick up/drop off times, several "near-miss" accidents have been witnessed. Clerk to contact Highways and Cllr Robinson.

15/26 To resolve on whether the Council will move into closed session - Should this resolution be passed the public and press will be required to leave the meeting at this stage.
- The Council resolved to move into closed session in accordance with the Public Bodies (admission to meetings) Act 1960 due to the confidential and commercially sensitive nature of the business to be discussed in relation to the following matters:
a)TO REVIEW, DISCUSS AND APPROVE GROUNDS MAINTENANCE CONTRACTS:- Tenders received from EJN, Acer Tree Care, The Mowing Maid, Rich Trees and Grounds, P3lm Ltd, Paul Gibson, Kye Allen, TP Staffing, Seaview Garden Services, Harry Kingswood, G. Fawcett, Will Rowles.
Tenders discussed and shortlisted, Clerk to contact selected contractors to clarify queries. Clerk to contact the unsuccessful applicants.
