138/18 CHAIR’S REPORT

• Cllr Maynard welcomed the Councillors and public to the meeting. He outlined where Fire exits and extinguishers were situated, where to assemble in an emergency, that the building was a “No smoking” establishment and that the Council policy folder was available at the rear of the room.

139/18. APOLOGIES

• Apologies were received in advance from Cllr Winslow, Cllr McMillan and Cllr Hotchin due to other commitments. Proposed to accept apologies by Cllr Lukehurst, seconded by Cllr Hill. All in favour. Resolved to accept.

140/18. DECLARATION OF INTERESTS

a) To record declarations of interest by any member of the Council in respect of the agenda items listed below. Members declaring interests should identify the agenda item and type of interest being declared. None

141/18. MINUTES OF THE PREVIOUS MEETING

• Had been previously circulated. It was proposed by Cllr Hill and seconded by Cllr Lukehurst to accept the Minutes. Resolved to accept minutes. These be adopted as a true record’.

142/18. OPEN FORUM

Resident of New Waltham attended to make Councillors and parishioners aware of a campaign to save Toll Bar roundabout from being replaced with traffic lights and the impact it will have on the village with increased traffic and potentially slower response times for emergency services coming to the village. Cllr Hill advised the person to contact the Emergency Services Planning Officer who should have risked assessed the gravity of the situation for the emergency services responding to incidents. Toll Bar Academy is also against the proposal.

143/18. CLERK’S REPORT ON MATTERS OUTSTANDING

  • Contacted planning re detailed particulars for Station Rd development.
  • Wrote to Mrs Panton re neighbour bonfires.
  • Researched commercial bin for cemetery.
  • Contacted LALC re electronic payment of wages.
  • Ordered wreath for Remembrance.
  • Reported potholes on Inghams Lane (ref 339341), North End Cres (ref 339342), Station Rd disintegration (ref 339343), branches left at crossroads after tree trimming (ref 101000313633), potholes on Chapel Rd footpath (ref 340583)
  • Created poster for waste removal at cemetery.
  • Contacted Mr Young re allotment plot.
  • Ordered grit bins.
  • Applied for free tonne salt bag.
  • Altered Christmas fair sign, had it put up and sent thank you letter to sign writer.

a) ELDC – No report.

b) LCC – No report.

c) Outside representatives – Cllr Fletcher report the school applying to Aviva for eco-community grant and voting is open, deadline for votes 20th Nov.

147/18 Parish Council matters

a) Tetney Lock – No report

b) Village Hall/Toilets – No report.

c) Cemetery, Churchyard and Jubilee Gardens – 2 quotes for commercial waste removal received, Clerk to seek 3rd quote. Discuss at Jan meeting.

d) Allotments – Dyke clearance can’t be done as field now planted.

e) Footpaths, roads, trees, lighting and fly tip – Fourways potholes filled. Cat’s eye on Thoresby Rd still not replaced. Fly tip at recycle centre – clerk to report. Chapel Rd drain completely blocked – clerk to report. Grit bins received to be situated once free salt from LCC has arrived. Cllr Fletcher to meet with Dong re the repair work to Market Place tree island, Cllr McMillan to attend and Cllr Hill and Cllr Lukehurst if available.

f) Dog foul, litter bins, benches and notice boards – No report.

g) Police matters and website – Request for speed awareness initiative problems to be put on next police panel meeting agenda denied.

h) Christmas Fair – Sign has been altered and put up, deadline for community groups to respond is 9th Nov, allocation of extra stalls will be made after community groups have replied. Cllr Fletcher has possibly secured Buttons and Cinderella from the local pantomime to help switch lights on, school competition to be judged by Cllr Fletcher and Cllr Hill. Cllr Fletcher to chase up electrician to check lights and supply certificate. Cllr Maynard proposed 4 x £10 gift cards as prizes for school competition, seconded by Cllr Holden, all in favour.

i) Electronic payments of wages - Clerk contacted LALC for advice. Standing Orders to be amended to “Electronic payment of Clerk’s wages and expenses to be implemented by the Clerk”, proposed by Cllr Hill, seconded by Cllr Powell. Electronic payments to begin in December.
